FY26 MV Puget Back-up Crane Vessel Services

Scope of Work

The contractor will provide all management, personnel, equipment, supplies, and necessary licenses for crane services. Key tasks include:

• Debris Collection: Collecting floating debris, cutting it into approximately 26-foot lengths, removing root balls, and offloading onto Government barges at Hiram M. Chittenden Locks. Reporting of debris tonnage and composition is required.
• Equipment Handling: Removing and installing equipment within the small lock and dams at Hiram M. Chittenden Locks.
• Vessel & Crane Requirements: The vessel must accommodate a maximum draft of seven feet, have a minimum 30-foot beam, and a deck capacity of at least 60 tons. The crane must have a minimum reach and lifting capacity of 10,000 lbs at 70 feet and 20,000 lbs at 40 feet (or 20 tons after floating plant deductions). Both must comply with EM 385-1-1.
• Personnel: Vessel Captain/Master must hold a Merchant Mariner Credential, Crane Operator must be licensed, and deckhands/riggers must be properly trained.
• Work Schedule: Ten-hour days, Monday through Friday, between 0700-1730.
• Cybersecurity: Contractors must meet applicable Cybersecurity Maturity Model Certification (CMMC) level.

Submission & Evaluation

• Evaluation: Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis.
• Eligibility: Contractors must be registered in the System for Award Management (SAM).
• Insurance: Required coverage includes General Liability ($500,000/occurrence), Automobile Liability ($200,000/$500,000/occurrence), and Employer's Liability ($100,000).
• Subcontracting: Small business concerns must not pay more than 50% of the contract amount to non-similarly situated subcontractors.
• Wage Determination: Applicable Wage Determination is WD#2015-5535, Revision 27, December 3, 2025.
