Scope of Work
The project entails the construction of new aircraft pavements, specifically concrete aircraft parking and taxi areas. This includes providing an adequate concrete aircraft access apron and expanding/improving existing taxiways, complete with all required pavement markings in compliance with AFI 32-1042 and ETL 04-02. Additionally, an access road and vehicle parking area will be provided to the rear of the aircraft apron.
Submission Requirements
Offerors must submit responses by electronic mail to jennifer.m.hue.civ@us.navy.mil. Submissions are limited to ten (10) single-sided pages, 8.5” x 11” (210 x 297 mm), using a 10-point font or larger. Required attachments include:
- Attachment 1: Questionnaire – Gathers firm information and requires details on a maximum of three relevant projects. Relevant projects must demonstrate experience in both Airfield Portland Cement Concrete (PCC) Pavement (new construction, >=10,000 sq meters, >=300mm thick) and Airfield Asphalt Concrete (AC) Pavement (new construction, >=10,000 sq meters, >=50mm thick), completed within the last 15 years. PCC and AC pavement experience must be shown collectively.
- Attachment 2: Experience Questionnaire – Requires detailed information on past performance, including project identification, offeror's role, contract details, type of work (e.g., New Construction), and specific construction details for airfield PCC and AC pavements.
- A letter from a Corporate Surety indicating single contract bonding capacity, listed on the U.S. Department of the Treasury Circular 570.
Evaluation Criteria
The Government will evaluate responses based on experience and bonding capacity. Complete information must be submitted, as the Government will not seek clarification.
