Scope of Work
The contractor will provide comprehensive preventive maintenance services for the sanitary sewer collection system and the wastewater treatment system. This includes logistics, customs, shipping, transportation, labor, wastewater treatment chemicals, tools, testing kits/equipment, and administrative support. Specific tasks involve flow control, blower maintenance, air diffuser operation, activated sludge aeration, clarifier cleaning, air-lift pump operation, filtration cleaning, disinfection control, and effluent testing. All work must comply with industry standards such as AWWA, ANSI, SDS, ASTM, NFPA, UL, IEEE, NEMA, and OSHA, as well as manufacturer O&M instructions. The contractor is also required to provide site assessment, project management, cost estimating, scheduling services, and 5 hours of annual training for Embassy operators on water treatment tests and safe handling procedures. While repairs are not included in the base agreement, current labor rates for repairs must be provided, and 24/7 emergency service with a four-hour response time must be available.
Contract Details
This will be a firm fixed-price contract with economic price adjustment. The anticipated performance period includes a one-year base period and four one-year option periods, plus an option to extend for an additional six months. The estimated start date is no later than July 2026. No set-aside is specified; all responsible sources may submit a quotation. However, all contractors must be registered in the SAM (System for Award Management) database at the time of quote submission. Advance payments are not authorized. This opportunity is subject to FAR 52.229-12 Tax on Certain Foreign Procurements.
Submission & Evaluation
Quotations must be submitted electronically to LibreContracting@state.gov by May 11, 2026, at 13:00 local time. Proposals must be in English. Required submission documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and Proof of SAM Registration. Mixed quotes (financial and technical not separated) will be disqualified. The Government may award the contract based on the initial offer without discussion. Evaluation will be based on the lowest priced, acceptable, responsible offer. Acceptability will be assessed on compliance with RFQ terms, and responsibility based on FAR 9.1 requirements (financial resources, ability to comply, integrity, experience, etc.).
