This document is a Sources Sought notice, not a request for quote/proposal. The United States Air Force, 375 Contracting Squadron at Scott Air Force Base, IL, is seeking potential sources for a future Blanket Purchase Agreement (BPA) for Protective Coating services. The BPA is anticipated to cover fiscal years 2026 – 2031.

• The BPA will support the U.S Air Force Civil Engineering Squadron (CES) at Scott Air Force Base.

• Specific tasks for the BPA are detailed in Attachment 2, Statement of Work (SOW).

• Attachment 1 is an Equipment List.

• The anticipated period for the BPA is fiscal years 2026 – 2031.

• Responses are requested by March 31, 2026, at 12:00pm CST.

• This is for informational and planning purposes only; all information submitted is voluntary.

• The government will not pay for information gathered.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for protective coating maintenance and localized pavement markings at Scott Air Force Base, Illinois, for the 375th Civil Engineering Squadron.

• Furnishing all labor, materials, vehicles, equipment, tools, supervision, and administration for painting and application of protective coatings.

• Application of protective coatings and localized pavement markings for existing roads and parking lots on Scott AFB.

• Localized pavement markings include layout and/or marking for small areas (parking lots < 1,000 sq ft, roadways < 2,500 linear ft).

• The Government reserves the right to accomplish similar work via other means (MILCON, MACC, MATOC, Self-Help).

• Work to be accomplished between 7:30 a.m. to 4:30 p.m. daily, excluding weekends and federal holidays, unless otherwise approved.

• Work sites may be in use or occupied during the on-site work period.

• Compliance with EPA Regulatory Laws, OSHA regulations, SDDCTEA Pamphlet 55-17, ADA regulations, and ASTM specifications.

• Adherence to Scott AFB architectural compatibility plan.

• Establishment of "Free-Zone" or provision of security escorts for controlled access areas.

• Consideration of FPCON levels which may impact access and operations.

• Material submittals required for approval prior to installation (AF Form 3000).

• Contractor responsible for all spoil, waste, and debris disposal off-base in accordance with regulations.

• Work must comply with OSHA 29 CFR 1910, OSHA 29 CFR 1926, and applicable AFOSH Standards.

• Use of standard orange safety cones for temporary use only; sawhorse type barricades are the only allowed safety barricade.

• Potential encounter with Asbestos-Containing Material (ACM) and Lead-Based Paint (LBP), requiring specific handling procedures and testing.

• Hazardous waste (blasting media, solvents, fuels) must be removed and disposed of by the contractor off-base.

• All waste materials generated must be handled, transported, stored, and disposed of off-base.

• Work may include removal of existing wall coverings and replacement with painted surfaces, including surface repair.

• Payment is based on contract unit prices for specific line items.

• Painting (Exterior/Interior): Measured by Square Foot (SF) or Linear Foot (LF) of surface area painted, including preparation, masking, priming, and finish coats.

• Fire Hydrants: Measured by Square Foot (SF).

• Industrial Flooring: Measured by Square Foot (SF) for application.

• Crack & Joint Repair, Striping (<= 6 inches): Measured by Linear Foot (LF).

• Pavement/Parking Lot Markings/Street Striping: Measured by Square Feet (SF) or Linear Feet (LF) for surface preparation and removal, and for application of markings/striping.

• Abrasive Blasting – Paint Removal: Measured by Square Foot (SF) of surface area treated.
