Scope of Work
This procurement consolidates existing TENS unit and accessory requirements and expands to include Interferential Current (IFC) units, Short Wave Diathermy units, Neuromodulation devices, and associated electrodes, applicators, batteries, chargers, cables, and clinical-use accessories. The goal is to support VHA's transition to comprehensive, evidence-based, non-pharmacological pain management solutions across all Veterans Integrated Services Networks (VISNs), 168 Veterans Affairs Medical Centers (VAMCs), and over 1,000 outpatient clinics.
Key objectives include ensuring uninterrupted nationwide availability, standardizing clinical equipment, establishing stable Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts, improving supply chain efficiency via the Denver Logistics Center (DLS) and ROES, expanding product availability, reducing program risk by eliminating rental/lease models, and maintaining Veteran safety with FDA-compliant devices and OEM warranties.
Anticipated Contract Line Item Numbers (CLINs)
The anticipated FY26 solicitation will include CLINs for TENS units and accessories (X001), various electrode pads (X002-X005), IFC units (X006), Short Wave Diathermy units (X007), and Neuromodulation units (X008).
Questions for Industry
The Government is seeking information on Healthcare Common Procedure Coding System (HCPCS) utilization (assigned, CMS-assigned, or most often utilized) for devices related to CLINs X001, X006, X007, and X008. Additionally, industry is asked to provide standard commercial delivery lead times and delivery lead times to the VA's Denver Logistics Center (DLS) in Golden, Colorado, if awarded a contract.
