Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and oversee a Roman Catholic Religious Education program for pre-school and elementary school-age children at Commander, U.S. Fleet Activities, Sasebo (CFAS), including programming, development, implementation, and involvement in appropriate religious activities and Roman Catholic religious education.

• Non-personal services.

• Establish, implement, and maintain a comprehensive plan for a Roman Catholic Religious Education program.

• Perform tasks as directed by the Contracting Officer and guided by the Command Chaplain.

• Undergraduate degree.

• Evidence of children's ministry or religious educational experience.

• Pastor's or Chaplain recommendation letter.

• At least 21 years of age.

• Willing to be or already active in a CFAS Chapel service.

• Comfortable in a religiously diverse environment.

• Experienced with computers and software (e.g., Microsoft Word, email).

• Possess a civilian, working email account.

• Maintain a professional attitude and neat personal appearance.

• Coordinate and lead Roman Catholic educational activities for pre-school and elementary school-age students.

• Coordinate with local schools, churches, and youth agencies.

• Implement promotional endeavors, maintain records, order necessary items, and keep attendance.

• Conduct mid-week meetings (at least 40/year), Sunday School (at least 40/year), and four (4) special events per year.

• Disciple children in spirituality, outreach, Christian growth, morals, and values.

• Provide After Action Reports (AAR) within two weeks of event completion.

• Develop supportive relationships with children, chaplains, chapel leadership, DODEA schools, and other community agencies.

• Recruit and train adult volunteers.

• Maintain and update a volunteer roster.

• Forecast resources and budget requirements quarterly.

• Submit monthly reports to the Command Chaplain or designated RMT member.

• Provide an annual review of the program.

• Draft and coordinate advertising and promotion materials.

• Maintain communication and cooperation with relevant personnel.

• Provide a program of spiritual content and structure for children's growth.

• Provide Roman Catholic pre-school and elementary-age children's education programs.

• Plan annual calendar of religious studies and functions, reserving chapel facilities.

• Submit all planning items for approval by the 5th day of the second month after the contract effective date.

• Ensure necessary supplies are ordered and records are submitted.

• Forward concerns from parents or others to the Command Chaplain.

• Ensure facilities are cleaned, reset, and secured after events.

• Estimated service units: 51 units per year (1 unit = 1 week, 20 hours).

• The Government will provide all necessary supplies and materials.

• Contractor may submit requests for service-related materials, subject to availability of Government funds.

• Reimbursement for personally purchased items is not allowed.

• March 1, 2026, to February 28, 2027.

• Aboard CFAS, in any chapel or approved facility, or other facilities as directed.

• Invoices submitted on the first Monday of the month following services rendered (or Tuesday if Monday is a Federal holiday).

• Payment for terminated contracts will be pro-rated.
