Contract Details & Justification
- Contract Type: Sole-source negotiation using FAR Part 12 procedures.
- NAICS Code: 336611 – Ship Building and Repairing (Size Standard: 1,300 employees).
- Place of Performance: Pascagoula, MS.
- Authority: 41 U.S.C. 1901 as authorized by Revolutionary FAR Overhaul 12.201.
- Justification: BMR was previously awarded the Mid Life Repairs for the NOAA Ship Ronald H. Brown. During sea trials, the ship experienced an engine room fire and was towed back to BMR for remediation. As the ship is currently unable to maneuver under its own power, and BMR is already performing fire remediation, it is not feasible to move the ship to an alternate shipyard for these additional drydock repairs.
Submission Requirements
This is not a solicitation. However, firms believing they can meet the requirements outlined in the draft Specifications may submit a written notice demonstrating their comprehensive understanding and capabilities. The capability statement must include sufficient technical detail for NOAA to assess the firm's ability to meet all requirements.
