This solicitation is for the procurement of FY'26 SY27 2HSJ – BRING YOUR FIGHT Test Self-Mailers for the U.S. Government Publishing Office (GPO) on behalf of the Marine Corps Recruiting Command. The requirement is for 560,000 self-mailers.

• Product: Direct mailers (self-mailers).

• Quantity: 560,000 units.

• Printing: Digital printing is not acceptable. Mailers must print full 100% coverage and bleed all sides, including BRM information.

• Trim Size: Flat - 23-5/8" x 8"; Barrel fold to 6" x 8".

• Color: 4/C Process Color + Pantone 187C + Pantone 296C + Gloss Aqueous on both sides.

• Finishing: Score and barrel fold, use three (3) fugitive glue dots to seal flap. Blind T-Perf on fold; bottom panel (8" horizontal perf / 5-3/4" vertical). Barrel fold to 6" x 8".

• Stock: White Matte-Coated Cover, 80 lbs. per 500 sheets (20 x 26"), equal to JCP Code L50.

• Proofs: PDF Proof, High-Resolution proof, Digital Content proof, and Ink Drawdowns for each Pantone are required.

• Packing: Sealed self-mailers to be packed in cartons by outside carrier code. Do not shrink wrap. Follow GPO 905 carton labels. Bulk packaging must be stabilized.

• Shipping: F.O.B. Destination. Inside delivery required by 2 PM local time.

• The contract will be subject to GPO Contract Terms (GPO Publication 310.2) and GPO Contract Terms, Quality Assurance Through Attributes Program for Printing and Binding (GPO Publication 310.1).

• Bid Opening: March 18, 2026, at 11:00 AM Eastern Time. Attendance requires emailing bids@gpo.gov one hour prior for a Microsoft Teams link.

• Bid Submission: Email bids to bids@gpo.gov. The subject line must include the Jacket Number and bid opening date. Bids received after the opening date/time will not be considered.

• Additional Provisions: Government is not responsible for transmission/receipt failures (e.g., illegibility, email size limits over 75 MB).

• Bidder's Name and Signature: Bidders must sign and return applicable pages (Page 7) including Bid Price, Additional Rate, Discounts, Bidder's Name and Signature. Electronic signatures are accepted if verifiable.

• Offers: Must include cost of materials and operations for the total quantity and a price for each additional 1,000 Self Mailers.

• Bid Acceptance Period: 60 calendar days (unless a different period is inserted by the bidder).

• A pre-award survey may be conducted to determine contractor responsibility, including financial documents.

• Apparent low vendor may be asked to supply samples of similar items.
