Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the creation and execution of Mixed Reality Live Simulation (MRLS) scenarios using a Virtual Avatar Laboratory (VAL) for the Air Force Chaplain Corps College (AFCCC). These simulations aim to enhance competency-based lessons by allowing individuals to practice and apply theories and concepts related to readiness, leadership, crisis intervention, religious accommodation, and personnel resource management in realistic, interactive simulations.

• Provide access to a VAL simulation platform.

• Provide a Simulation Specialist to execute VAL simulations.

• Offer consultation to AFCCC for VAL simulation management.

• Enable execution of VAL simulations via distance learning.

• Develop scenarios for AFCCC's competency-based lessons.

• Develop and modify scenarios, with all new scenarios becoming government property.

• Provide access to Immersive Learning Specialists for simulation execution and real-time communication.

• Ability to execute up to five MRLS simultaneously.

• Provide technical guidance for MRLS execution.

• Expedite scenario and environment design with a 36-hour turnaround time, if needed.

• Develop avatars and environmental backgrounds aligning with scenarios, with a 36-hour turnaround time.

• Ability to change scheduled simulation dates/times up to 48 hours prior.

• Schedule simulations 10 days in advance.

• Provide consultation, sentiment analysis, and experience working with Air Force and Space Force organizations and culture.

• Train AFCCC Faculty as experiential expediters and facilitators.

• VAL access for 2-5 hours per session.

• Simulation specialist access for 2-5 hours per session.

• Ability to execute at least five virtual avatar labs simultaneously.

• Expedited scenario design development with a 36-hour turnaround time.

• Execute new scenarios as early as 36 hours after development.

• Change scheduled simulations up to 48 hours prior.

• Schedule simulations 10 days in advance.

• Provide consultation via e-mail or phone.

• Provide sentiment analysis within simulations.

• Execute simulations during training sessions.

• Performance will be assessed through periodic assessment/inspection, customer complaint/feedback, and one hundred percent inspection.

• Work will be performed over Web conferencing platforms.

• Work may occur at off-site contractor locations as needs dictate.

• Contractor personnel require base identification and vehicle passes for access to Air Force installations.

• Contractor personnel must wear or display identification badges.

• Compliance with base traffic laws and security requirements is mandatory.

• Use of cellular phones while operating a vehicle is prohibited.

• Contractor cannot establish their own IT systems without direct permission.

• Transporting weapons or ammunition is not permitted for non-law enforcement personnel.

• Certain weapons are considered illegal and prohibited on Maxwell AFB/Gunter Annex.

Notice of Intent to Award Sole Source

This notice announces the intent to award a sole source contract to Emotional Intelligence Institute, Inc. for services related to executing and creating new Mixed Reality Live Simulation (MRLS) scenarios using a Virtual Avatar Laboratory (VAL). The services will be provided in accordance with an attached draft Performance Work Statement (PWS).

The vendor must provide a unique educational service allowing individuals to interact in a live simulation using a mixed reality platform with a Simulation Specialist. Specific services include:

• Access to a VAL simulation with the ability to execute multiple simulations concurrently.

• A Simulation Specialist to execute the VAL simulation.

• Consultation to support AFCCC for management of the VAL simulation.

• Ability to execute VAL via distance learning medium.

• Scenario development for AFCCC's competency-based lessons.

• Period of Performance: 23 March 2026 – 22 March 2031

This is not a solicitation, but rather an intent to award a sole source contract. However, interested parties capable of meeting the requirement are requested to provide information demonstrating their capability. This information should include:
