FY26_Intent to Award Sole Source_Relocation of Existing Camera System

Statement of Work (SOW) / Performance Work Statement (PWS)

To relocate an existing building camera system from Room 155 to Room 164 within the Ira C. Eaker Center for Leadership Development, Building 1404.

• Relocate the operational camera system, including all labor, materials, tools, equipment, engineering support, and technical expertise.

• Work must be performed by Albireo Energy or their authorized technicians, as the door system and associated equipment remain under their warranty.

• Comply with applicable federal, state, local, and installation regulations, including the National Electrical Code (NEC), OEM installation and configuration guidelines, and DoD/Agency security and cabling standards.

• System Removal (Room 155): Safely disconnect and label all cables and equipment, protecting them from damage during removal and transport.

• System Installation (Room 164): Install the camera system according to OEM specifications, providing necessary mounting hardware, cabling, connectors, and accessories. Ensure all wiring is neatly routed and secured.

• System Configuration & Testing: Configure the system to match existing operational settings. Perform full functional testing (power verification, network connectivity, video feed quality, recording/playback). Demonstrate successful operation to the Government representative.

• Cleanup & Restoration: Remove all debris, packaging, and unused materials. Restore affected areas to original condition.

• Installation Report: Summary of work performed, equipment moved, and test results (Due: At completion).

• As-Built Documentation: Updated diagrams, cable routes, and device locations (Due: At completion).

• Warranty Information: Documentation for all materials and workmanship (Due: At completion).

• System relocation: Completed without damage (Method of Inspection: Visual inspection).

• System functionality: 100% operational after installation (Method of Inspection: Functional test).

• Workmanship: Neat, professional, compliant with codes (Method of Inspection: On-site inspection).

• Schedule: Completed by agreed date (Method of Inspection: Schedule review).

• Work to be performed during normal duty hours unless otherwise coordinated.

• Government Furnished Property (GFP): Government will provide access to the existing camera system and work areas. No additional GFP will be provided.

• Security & Access: Contractor must comply with all installation access requirements and escort rules. Personnel must be U.S. citizens if required. Specific requirements for base identification, vehicle passes, and access to controlled/restricted areas are detailed, including compliance with the REAL ID Act for visitors.

• Safety: Follow all OSHA, installation, and equipment safety requirements.

• Contractor Notification: Notify the contracting officer within 30 days before on-base performance, including employee details, contract information, and work locations.

• Traffic Laws: Comply with base traffic regulations. Vehicle inspections will be conducted.

• Prohibited Items: Transporting weapons or ammunition is not permitted. Certain weapons are considered illegal.

• Wireless Electronic Devices: No unauthorized IT systems or networks can be established without direct permission.

Notice of Intent to Award Sole Source

This notice announces the intent to award a sole source contract to Albireo Energy, LLC for the relocation of an operational camera system. The work includes providing all labor, materials, tools, equipment, engineering support, and technical expertise required for the relocation.

• Relocation of the building camera system from Room 155 to Room 164 within Building 1404 at Ira C. Eaker Center for Leadership Development, Maxwell AFB.

• The door system and associated equipment are to remain under Albireo Energy's warranty.

• All work must be performed by Albireo Energy or their authorized technicians.

• Contract Type: Firm-Fixed Price (FFP)

• Procurement Authority: FAR 6.302-1(a)(2)

• Procedures: Simplified Acquisition Procedures (FAR Part 13)

• Period of Performance (PoP) Start Date: 15 June 2026

• This is a sole source notice; however, interested parties capable of meeting the requirement are requested to provide information demonstrating their capability.

• Responses are due via e-mail no later than 22 May 2026, 12:00 pm CST.
