Quick Summary

The Department of the Navy's Strategic Systems Programs (SSP) intends to issue a Request for Proposal and negotiate a sole-source contract with EMCUBE, Inc. of Alexandria, Virginia. This Presolicitation is for highly specialized engineering and technical services supporting Trident II Facility Operations, D5 and D5LE missile production and operational planning, D5 LE-2 missile SPALT technologies, and flight test support efforts. This notice is not a request for competitive proposals.

Scope of Work

The required services demand in-depth and direct knowledge of the Fleet Ballistic Missile (FBM) and D5 Life Extension (D5LE) components. EMCUBE, Inc. possesses unique expertise, methodology history, and personnel critical for this effort. The scope includes:

  • Trident II Facility Operations support.
  • D5 and D5LE missile production and operational planning.
  • D5 LE-2 missile SPALT technologies.
  • Flight test support efforts.

Contract & Timeline

  • Type: Firm-Fixed Price, Level-of-Effort (FFP-LOE), Term Contract.
  • Duration: A base year (October 1, 2026 – September 30, 2027) and four (4) one-year option periods.
  • Set-Aside: None (Sole-Source).
  • Response Due: April 6, 2026 (15 days from publication).
  • Published: March 23, 2026.
  • Security Clearance: Required.
  • Each LOE line item may include option provisions to increase the LOE up to thirty percent (30%).

Justification for Sole-Source

SSP intends to solicit and negotiate per the authority of 10 U.S.C. 3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source). EMCUBE is identified as the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the TRIDENT program necessary to perform this effort. It would require extensive training and time for another contractor to reach EMCUBE's level of expertise and methodology history.

Additional Notes

This Notice of Intent is not a request for competitive proposals. However, all responses received by the due date will be considered by the Government to determine if a competitive procurement is feasible. A decision not to open the requirement to competition is solely at the Government's discretion.
