Scope of Work

The anticipated IDIQ will acquire services under individual task orders throughout CONUS and OCONUS. Required services include all planning, supervision, labor, subcontracts, and travel necessary to perform quality assurance through on-site analysis of facilities and data within the BUILDER SMS database. This supports the BUILDER SMS implementation in accordance with the Army BUILDER SMS Inventory and Assessment Guide (July 2025).

Key responsibilities include:

  • Providing QA planning and support by reviewing assessment plans for site visits.
  • Assisting in planning and review of assessment quality control (QC) plans.
  • Accompanying on-site visits to validate BUILDER compliance and assessment requirements.
  • Collecting independent field data to validate compliance and compare it to the BUILDER database, noting discrepancies.
  • Reporting assessment discrepancies found in the field or during review.
  • Possessing the capability to access secure spaces and facilities by passing background checks.
  • Coordinating travel and building access with other contractors, potentially requiring secret clearance.
  • Furnishing all labor, materials, and equipment as required by specific task orders.

Facility Condition Assessments (FCAs) will be performed under separate contracts and are not part of this requirement.

Submission Requirements

Interested firms should submit:

  • Offeror’s name, CAGE Code, address, points of contact with telephone numbers and email addresses.
  • Business size/classification (Small Business, HUBZone, Service-Disabled Veteran Owned, Woman Owned, or 8(a)).
  • Description of firm's capability, necessary personnel, ability to manage disciplines, and capacity to execute up to six (6) task orders simultaneously.
  • Past performance/experience on IDIQ contracts of similar scope and magnitude (no more than five task orders/contracts 100% complete within the past five years), including project details, relevance to BUILDER SMS, Offeror’s role, dollar value, and contact information. Small Businesses and 8(a) participants must confirm compliance with FAR 52.219-14 (Limitations on Subcontracting).
