Scope of Work

- Quality Control (QC) plan assistance: Planning and reviewing assessment QC plans.
- On-site validation: Accompanying site visits to ensure BUILDER compliance and assessment requirements are met, documenting data.
- Independent field data collection: Gathering inventory and inspection data to validate compliance with prescribed BUILDER data collection processes.
- Data comparison and reporting: Comparing collected data to uploaded BUILDER database data, noting discrepancies, and reporting assessment discrepancies.
- Access to secure facilities: Firms must possess the capability to access secure spaces and facilities by passing background checks, potentially requiring secret clearance.
- Exclusion: Facility Condition Assessments (FCAs) are explicitly not part of this requirement.

Response Requirements
Interested firms must submit an eight-page maximum response including:
- Offeror's name, CAGE Code, address, and points of contact.
- Business size/classification (e.g., Small Business, HUBZone, 8(a), SDVOSB, WOSB).
- Description of firm's capability, personnel, management, and capacity to execute up to six simultaneous task orders.
- Past performance on up to five IDIQ contracts of similar scope and magnitude, completed within the last five years, demonstrating relevance to the SMS BUILDER environment. Include project details, role, dollar value, and client contact information. Small businesses must adhere to FAR 52.219-14 limitations on subcontracting.
