Performance Work Statement (PWS)

To provide comprehensive maintenance, repair, and inspection services for Vertical Transportation Equipment (VTE) at Scott AFB, Illinois, ensuring continuous and safe operation.

• Full Repair and Maintenance: Contractor is responsible for all VTE listed in Appendix A, including monthly maintenance, inspections, certifications, routine service calls, emergency service calls, and repairs.

• Inspections and Certifications: Perform annual safety code tests and five-year safety/buffer tests on traction elevators per ASME A17.1-2022 (or latest), ASME A17.2, and State of Illinois requirements. Contractor covers all inspection costs, including state inspector fees.

• Preventive Maintenance: Conduct monthly preventive maintenance on all VTE to ensure high-quality condition and minimize service calls/outages.

• Service Calls: Respond to routine service calls within 24 hours and emergency calls within 2 hours (duty hours) or 3 hours (non-duty hours). Repairs require new parts of equal or greater quality, or OEM parts unless unavailable.

• Reimbursable Parts: Contractor procures parts, reimbursable by the Government at cost. Requires competitive quotes for parts over $2,500 and COR approval for parts over $500. Consumables are not reimbursable.

• Excluded Services: Replacements, alterations, modernizations, and repairs due to catastrophic events (fire, flood, etc.), vandalism, neglect, misuse, or abuse are reimbursable under a separate "Over and Above" CLIN.

• VTE Availability: Minimum 98% overall availability; minimum 85% per unit availability over any 30-day period.

• Service Call Response: 100% on-time response for routine and emergency calls.
