Purpose & Scope
This is not a Request for Proposal (RFP) but a market survey to determine interested parties, socioeconomic status, capabilities, and qualifications. The Government intends to establish MSRAs under NAICS Code 336611 Ship Building and Repairing. All interested parties, including those with active MSRAs, must resubmit due to changes in the Army Contract Writing System. The scope involves major work items for ship repair and maintenance, including:
- Ship fitting, sheet metal, welding, pipefitting.
- Machinist/Mechanical, electrical, electronics, rigging.
- Painting/coating, and quality control. Projects considered similar in size must have a total final cost greater than $4 million for Dredge YAQUINA and greater than $8 million for Dredge ESSAYONS.
Facility Requirements
Detailed physical requirements for dry-docking and berthing facilities are outlined in separate qualification checklists for each vessel. Key requirements include:
- Dredge YAQUINA: Minimum 20 ft water depth, 250 ft tie-off distance, 2,001 long tons dry-dock lift capacity, 85 ft or 68 ft wing wall clearance, 6 ft keel block height.
- Dredge ESSAYONS: Minimum 25 ft water depth, 380 ft tie-off distance, 7,500 long tons dry-dock lift capacity, 108 ft or 78 ft wing wall clearance, 6 ft keel block height. Both vessels require specific facility services such as electrical power (e.g., 1200A, 480V for ESSAYONS), compressed air, potable water, sewage/gray water receiving, fire protection, crane access (8,800 lbs for YAQUINA, 10,000 lbs for ESSAYONS), and temporary office space.
Submission Requirements
Interested vendors must submit:
- Point of Contact, CAGE Code, and Unique Entity ID (UEI).
- Small business category (if applicable under NAICS 336611).
- A Statement of Capability (SOC) demonstrating skills, knowledge, experience, and technical competence in ship propulsion, power generation, structural, steering, and ship electronic systems. This must include documentation of dry-dock and mooring berth availability, and locations of ports of call for underway repairs in California, Oregon, Washington, and Hawaii.
- Completed Qualification Checklists (Attachment A) for both vessels.
- Point of contact for coordinating a facility site visit for USACE representatives.
- Documentation of 3-5 similar projects within the last five years, meeting the specified size and scope criteria.
