Scope of Work

The RFI outlines requirements for providing comprehensive program management and administrative support services. Key areas include:

  • Program Management Support: Utilizing Agile methodologies for SEVIS and its subsystems, covering backlog grooming, UAT, production support, communications, and user guide development.
  • SBAS Support: Program management and administrative support for business process automation initiatives, including the SEVP Interactive Dialog (SID) chatbot and analytics. Technical development and direct system maintenance are excluded.
  • Information Management: Maintaining program repositories (SEVPAMS), ensuring version control, metadata consistency, and updating Knowledge Management libraries.
  • Risk & Schedule Management: Developing and maintaining risk management plans, inventories, process improvements, program roadmaps, and integrated master schedules.
  • Requirements Definition: Supporting product owners in eliciting, documenting, and prioritizing business requirements and writing user stories.
  • Technical Writing & User Support: Developing end-user help materials, user guides, and supporting strategic communications.
  • Interface Partner Support: Maintaining documentation and facilitating communication with SEVIS interface partners.
  • User Acceptance Testing (UAT): Supporting UAT for system enhancements, analyzing processes, and verifying production readiness.

Performance Standards

Key performance indicators include a 98% timely submission rate for deliverables, maintaining at least 90% staffing, and ensuring deliverables are professional, clear, concise, and editable. Adherence to ICE and DHS policies (e.g., NIST, Section 508) is mandatory.

Period & Place of Performance

  • Period: A two-month transition-in period, followed by a ten-month base period, and two one-year option periods.
  • Place: Primarily at DHS and ICE Facilities in the National Capital Region (NCR), VA, with potential for remote/telework at the COR's discretion.

Special Requirements

Contractor personnel will require background investigations and preliminary fitness determinations for access to sensitive information and facilities. Staffing must maintain adequate levels, including specific key personnel. The use of Agile methodologies and generative AI tools (DHSChat) is encouraged. Compliance with numerous DHS and ICE policies, including IT security, privacy, and Controlled Unclassified Information (CUI), is essential.
