Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Statement of Work (SOW) for various technical, engineering, and logistics support services primarily related to Strategic Weapon Systems (SWS), including submarine fleet operations, inactivation, development, and training.

• CLIN 0001 & 0002: Provide technical, engineering, and logistics support for U.S. and UK SSBN Fleets (SWS OPS Support) and U.S. SSGN Fleet (AWCS OPS Support), including performance evaluation, reliability maintenance, field engineering, cyber-security reviews, Authorization to Operate (ATO) process management, and logistical/technical support for submarine inactivation. This includes material disposition for SSBN inactivation.
• CLIN 0004 & 0005: Perform Systems Engineering and Integration for SWS development, modernization, and systems integration, coordinating efforts across multiple programs and platforms.
• CLIN 0006: Provide systems engineering and concept development for future Delivery Systems, including architecture analysis and evaluation of emerging technologies.
• CLIN 0007 & 0008: Conduct advanced shipboard systems development, modernization, and architecture analysis for the Strategic Weapon System (SWS) Shipboard Systems Vision, including Fire Control (FC) infrastructure development and lifecycle integration.
• CLIN 0009: Provide technical refresh and development/modernization for the SSP Advanced Inventory and Logistics (SAIL) system.
• CLIN 0010: Implement program protection measures to safeguard Critical Program Information (CPI) and mission-critical functions.
• CLIN 0011: Develop the U.S./UK Auxiliary Systems Technology Refresh (ASTR), including software updates for simulators.
• CLIN 0012: Provide development and transition to production for the SSBN Replacement Strategic Weapon Interface Simulator (SWIS).
• CLIN 0013 & 0015: Provide equivalent units for Shipboard Systems development (infrastructure and software).
• CLIN 0014: Procure and deliver materials to mitigate obsolescence and support future Program iterations.

• CLIN 0024: Provide technical expertise for Strategic Weapon Interactive Trainer (SWIT) sustainment.
• CLIN 0025: Design and develop U.S. & UK FCS software updates, including training systems and fleet documentation.
• CLIN 0027 & 0028: Develop and support Strategic Systems Programs Alteration (SPALT) Proposals for SDS MIN and VIPr applications.
• CLIN 0029 & 0030: Act as Lead Material Preparing Activity (LMPA) for CLB and DRNT classes, supporting training material development and acting as System Integrator for training systems.
• CLIN 0031 & 0032: Provide operation and maintenance support for U.S. and UK SWTS.
• CLIN 0033: Provide operation and maintenance support for the Attack Weapons Training System (AWTS).
• CLIN 0034: Support planning and analysis for Electronic Security System Refresh impacts on training materials for NWS.

• CLIN 0054: Provide engineering and program management services for U.S. DASO event planning and organization.
• CLIN 0055: Execute production of SPALT kits to update Mk 98 Mod 6/7 FCS and SDS.
• CLIN 0056: Procure and deliver 4th level piece parts and specialized subcomponents for COLUMBIA class SWS.
• CLIN 0057: Perform testing and evaluation of UK SWS subsystems.
• CLIN 0060 & 0061: Execute installation of SPALTs to update the FCS for U.S. and UK systems.
• CLIN 0062: Perform coordination, planning, and integration activities for the Installation Working Group (IWG).
• CLIN 0063 & 0066: Build, inspect, test, and deliver certified replacement components for CLB and DRNT class submarines.
• CLIN 0065, 0067, 0072, 0073, 0074, 0075, 0076, 0077, 0078, 0079: Provide support services for Special Projects, including design, development, documentation, logistics, and SPALT kits.
• CLIN 0068: Perform system concept exploration and development of technology enablers for future U.S. FCS.
• CLIN 0069: Design and develop U.S. FCS and associated Training Systems, Auxiliary Systems and Fleet Documentation for OHIO and CLB classes.
• CLIN 0070 & 0071: Build, test, deliver, and install Data Encryption Capability (DEC) equipment.

Services are to be performed in accordance with the latest revisions of specified Ordinance Directives (ODs), Program Plans, and the T9001C checklist. Specific performance metrics are not detailed in this SOW but are implied through adherence to these directives and checklists.

Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by Strategic Programs (SSP) for market research to identify potential sources capable of providing support for the Strategic Weapon System (SWS), Fire Control Sub-System (FCS), and other designated SWS sub-systems. This notice is NOT a solicitation for proposals, and no contract will be awarded from this announcement.

The scope of support includes:

• Specialized Tactical Engineering Services, Logistics Services, and Fire Control SPALT Services for development, testing, repair, and maintenance of FCS and related support equipment for the TRIDENT II strategic weapons system.

• Similar services for Auxiliary Subsystems and the Attack Weapon Control System (AWCS) supporting the Tactical Tomahawk Weapon Control System (TTWCS).

• Research and development of technologies for obsolescence mitigation on the TRIDENT II MK98 FCS, including system requirements definition and concept development for future systems on U.S. OHIO & COLUMBIA Class and UK Vanguard & Dreadnought Class submarines.

• Development of technologies for future Fire Control modifications for the TRIDENT II follow-on missile and applicable MK7 RB.

• Development and testing of revisions to deployed FCS tactical, training, auxiliary, and support software and hardware for the next generation of the SWS.

• Modernization and maintenance of the SSP Advanced Inventory and Logistics (SAIL) system and Attack Weapon Interface Simulator (AWIS) hardware/software.

• Engineering services, facilities, and equipment for testing, troubleshooting, and repair of tactical electronic components.

• Installation of strategic weapon systems on-board U.S. and UK SSBNs, SSGNs, and training systems.

• Building, testing, inspecting, repairing, and maintaining SWS Subsystems, Auxiliary Subsystems, and related support equipment.

• Providing operational support, installation, and maintenance of strategic weapon systems and upgrades.

• Support services for design, development, documentation, logistics, engineering, and hardware.

• Coordination, transportation, and tracking of produced materials.

• Anticipated contract types include Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Cost Only CLINs.

• Period of Performance includes a base year (FY28: 1 Oct 2027 – 30 Sep 2028) and one option year.

• Estimated personnel requirement: greater than 745 Full Time Equivalent (FTE).

• Places of performance include Pittsfield MA; Kings Bay GA; Bangor WA; Quonset Point RI; Groton CT; and various locations in the UK.

• Interested firms must submit detailed White Paper capability statements demonstrating minimum qualifications and recent, relevant past performance.

• Statements must address specific requirements and provide evidentiary support.
