Project Objective & Scope

The primary objective is to permanently repair a damaged 12-inch ductile iron water main on G Road, replacing an existing temporary repair clamp. The scope of work includes:

  • Excavation to expose the damaged water main.
  • Installation of up to 20 linear feet of new 12-inch ductile iron water main, adhering to AWWA C600 standards.
  • Disposal of the removed pipe section and temporary clamp.
  • Conducting hydrostatic pressure and leak tests, requiring zero leakage for a minimum of two hours.
  • Backfilling, soil compaction, and restoration of all disturbed surface areas, including topsoil and grass.
  • Scheduling any water main shutdowns during non-peak hours (weekdays 6:00 PM - 6:00 AM, or weekends).

Contractor Requirements & Security

  • Experience: Contractors must demonstrate a minimum of five (5) years of documented experience in municipal water main replacement projects of similar size and scope, supported by details for at least five related projects completed within the last five years.
  • Submittals: The successful contractor will be required to submit a Project Narrative, Quality Control Plan, and Site-Specific Safety Plan post-award.
  • Security: Personnel will require background checks (NACI or equivalent) and must comply with DSCR installation security and access requirements, including mandatory DBIDS pre-enrollment.

Contract Details & Evaluation

  • Contract Type: Firm-Fixed Price (as indicated by required quotation).
  • Period of Performance: The project must be completed no later than 75 days after the Notice to Proceed.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • Limitations on Subcontracting: This contract is subject to FAR clause (FEB 2023) (DEVIATION 2021-O0008). For general construction, contractors may not pay more than 85% of the amount to subcontractors that are not similarly situated entities, excluding material costs.
  • Evaluation: Award will be made to the Lowest Priced, Technically Acceptable (LPTA) offeror. Technical acceptability will be assessed based on the vendor's understanding of the work, process for quality/timeliness, and confidence in their ability to perform the SOW. Past performance, pulled from CPARS and SPRS, will be considered part of technical acceptability. Price will be evaluated for reasonableness and completeness.
  • SAM Registration: Required prior to award.
