Notice of Intent to Sole Source

The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to The Severson Group LLC for Adaptive Sports Instruction and Support Services for the National Veterans Summer Sports Clinic (NVSSC). The NVSSC is scheduled to be held in Orlando, FL, from May 2, 2026, to May 10, 2026.

This procurement is necessary to support adaptive sports for approximately 300 participants, including Veterans, at the NVSSC. The services are intended to improve Veterans' independence, health, well-being, and quality of life through adaptive sports medicine and therapeutic arts.

The required services include:

• Ensuring continuity of scheduled adaptive sports programming.

• Providing structured physical activity and wellness instruction.

• Supporting safe storage and management of adaptive equipment.

• Providing program materials for participant engagement.

• Maintaining scheduled program delivery.

• Offering adaptive fitness instruction, yoga and meditation instruction, and ropes course instruction/facilitation.

• Designing and printing program materials.

• Providing storage containers, moving services, and storage support.

• Offering related logistical and program support.

• Procurement is being conducted under FAR Parts 6.103-1 (Only one responsible source) and 12.102(b) (Restricting competition).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide adaptive sports and wellness services for the 2026 National Veterans Summer Sports Clinic (NVSSC) in Orlando, Florida, hosted by the Orlando VA Medical Center. The services aim to promote physical fitness, functional independence, and overall wellness through structured adaptive sports and recreational programming for Veteran participants.

• Provide all necessary services, personnel, supervision, equipment, materials, and transportation for adaptive sports instruction and program support.

• Accommodate participants with varying physical abilities, including mobility impairments and prosthetic use.

• Major work areas include:

  • Adaptive Fitness Instruction: Develop and deliver structured adaptive fitness sessions, modifying exercises based on participant needs, and instructing on safe equipment use.
  • Yoga and Meditation Instruction: Provide sessions suitable for individuals with physical limitations, including guided yoga, breathing exercises, and stress reduction techniques.
  • Ropes Course Instruction: Facilitate ropes course activities, including setup, safety procedures, and equipment inspection.
  • Design and Printing Services: Create and print program materials, signage, and guides.
  • Storage Containers & Facility Support: Provide weather-resistant storage for equipment and manage logistics, including moving containers from San Diego, CA to Orlando, FL.

• Ensure all activities are conducted in a safe and professional manner.

• Maintain all equipment in safe operating condition.

• Comply with all applicable federal, state, and local safety requirements and standards.

• Coordinate schedules and program activities with the Contracting Officer's Representative (COR).
