Request for Information (RFI) / Sources Sought

This RFI is for market research purposes to determine the capabilities of Small Businesses, including Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), for providing housing and supportive services for up to 30 homeless male Veterans for the VA Greater Los Angeles Healthcare System (VAGLAHS). This does not constitute a solicitation.

The contractor will provide transitional housing and supportive services for up to 30 homeless male Veterans in Service Planning Area (SPA) 5 within the WLA catchment area. This includes a Low Demand Safe Haven (LDSH) model, offering a 24-hour staffed, low-barrier, therapeutic, and rehabilitative environment. Services include housing, meals, hygiene supplies, laundry access, case management, therapeutic activities, and assistance with securing permanent housing. The goal is to re-establish trust, motivate Veterans towards treatment, and support their transition to permanent housing within approximately six months.

• Provide housing and supportive services for up to 30 homeless male Veterans.

• Offer a safe, sober, and secure environment.

• Ensure same-day access for eligible Veterans.

• Provide three meals per day and snacks, meeting USDA dietary guidelines.

• Maintain facility cleanliness and provide necessary linens and hygiene supplies.

• Offer access to laundry facilities.

• Develop and implement Individualized Service Plans (ISPs) for each Veteran.

• Provide structured individual case management (weekly) and group activities (at least 10 times per month).

• Assist Veterans with permanent housing search and financial planning.

• Maintain a "Safe Room" for Veterans requiring separation.

• Comply with strict incident reporting and medication management protocols.

• Utilize the Homeless Management Information System (HMIS).

• Contract Type: Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: 5 years.

• Place of Performance: Within the WLA catchment area, specifically in SPA 5.

• Government Furnished Property: None will be provided.
