Scope of Work

The anticipated requirement involves providing transitional housing and comprehensive supportive services for up to 30 homeless male Veterans within the WLA catchment area, specifically in SPA 5. This will operate under a Low Demand Safe Haven (LDSH) model, offering a 24-hour staffed, low-barrier, therapeutic, and rehabilitative environment. Services include housing, three daily meals, hygiene supplies, laundry access, individualized case management, therapeutic activities, and assistance with securing permanent housing. The primary goal is to re-establish trust, motivate Veterans towards treatment, and support their transition to permanent housing within approximately six months.

Key Requirements

Contractors will be expected to:

  • Provide a safe, sober, and secure environment with same-day access for eligible Veterans.
  • Ensure USDA dietary guideline-compliant meals and facility cleanliness.
  • Develop and implement Individualized Service Plans (ISPs) and provide weekly individual case management.
  • Conduct at least 10 group activities per month.
  • Assist Veterans with permanent housing searches and financial planning.
  • Maintain a "Safe Room" for Veterans requiring separation and comply with strict incident reporting and medication management protocols.
  • Utilize the Homeless Management Information System (HMIS).

Anticipated Contract Details

The VA anticipates a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year period of performance. The place of performance will be within the WLA catchment area, specifically in SPA 5. No Government Furnished Property will be provided.
