This is a Sources Sought notice for Transitional Housing Services for the Department of Veterans Affairs (VA), Network Contracting Office (NCO) 6, on behalf of the Durham VA Medical Center. The VA is conducting market research to identify qualified businesses capable of providing these services.

The contractor shall furnish transitional housing for beneficiaries of the Durham VA Medical Center. Services include, but are not limited to:

• Temporary Emergency Residential Shelter (beds, restroom, bath, kitchen facilities, related furnishings).
• Adequate security measures (locks, fencing) in accordance with VA standards and state/local safety and health codes.
• Preparation of a minimum of three balanced meals daily and snacks.
• Provision of personal hygiene items, first aid supplies, and locked storage.

The facility must be located within the Durham community or within a 50-mile radius of the Durham VA Medical Center, and/or within a 25-mile radius of the Raleigh and Clayton VA Community Based Outpatient Centers (CBOCs).

Failure to provide ongoing transitional housing may result in unfavorable contract performance evaluations and potential contract termination. Subcontracting will not be accepted as a means to circumvent requirements.

This document is a Notice of Intent to Sole Source for transitional housing services for beneficiaries of the Department of Veterans Affairs Medical Center and the Durham VA Medical Center. The services are intended to aid Veterans in procuring permanent housing.

• Furnish transitional housing services.

• Any business believing it can meet these requirements and possessing relevant past experience and expertise may submit written notice with supporting evidence.

• A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
