Statement of Work (SOW) / Performance Work Statement (PWS)

To provide community-based, opiate substitution services to veterans with sufficient supportive services to meet their needs, as part of the VA Substance Use Disorders Treatment Program (SUDTP) and the Community Opiate Substitution Treatment Program (COSTP).

• Provide a Community Opiate Substitute Treatment Program in accordance with the terms and conditions.

• Develop and maintain an effective quality control program.

• Perform services in accordance with ethical, professional, and technical standards of the healthcare industry.

• Conduct physical examinations and evaluations for veterans seeking admission to COSTP to determine appropriateness for Opiate Substitution treatment.

• Provide necessary methadone for each patient's daily dosing.

• Perform urine toxicology screenings (UTS) up to once per week.

• Conduct breathalyzer tests for alcohol consumption.

• Submit requests for approval/disapproval of alternative drug recommendations if methadone is not appropriate.

• Generate monthly reports including veteran information, program standing, UTS results, and methadone dosage.

• Provide monthly Patient Satisfaction Surveys to veterans.

• Services must meet or exceed current recognized national standards as established by the Joint Commission and Commission on Accreditation of Rehabilitation Facilities.

• Personnel must be technically proficient and fluent in English.

• Quality control program to identify, prevent, and ensure non-recurrence of defective services.

• Period of Performance: Base Year and Four (4) One-Year Options.

• Place of Performance: Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Avenue, Tucson, AZ 85723.

• Contractor staff are expected to communicate information pertinent to veteran's treatment to the Director of SUDTP or designee.

• Contractor must maintain an adequate workforce for 24-hour business operation.

• Contractor shall provide a freestanding facility meeting applicable Federal, State, and local licensing requirements, including ADA compliance.

• Contractor shall provide office space for VA SUDTP staff, including desks, filing cabinets, chairs, internet, and dedicated phone line.

• Contractor shall provide administration support, office supplies, and record keeping.

• Contractor shall provide a group room for up to 16 individuals for group sessions, with sufficient furniture and a whiteboard.

• Contractor must hold DEA License for Opiate Substitution, Arizona State License for Methadone Treatment, and accreditation from JCAHO or CARF.

• Contractor's medical staff will determine methadone dosage and conduct frequent evaluations.

• Contractor must adhere to the Privacy Act of 1974 and SAVAHCS policies regarding Protected Health Information.

• Contractor shall provide Worker's Compensation, Professional Liability Insurance, Income Tax Withholding, Social Security, and annual TB skin tests for personnel.

• Contractor personnel are not considered SAVAHCS employees.

• Invoices shall be submitted monthly in arrears, and the contractor shall bill only the SAVAHCS.

Sources Sought Synopsis

This is a sources sought synopsis for market research purposes, not a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking information on potential qualified sources capable of providing methadone dosing services for the Tucson VA Healthcare System. The goal is to gather information on potential vendors and their size classifications relative to NAICS code 621420 to inform future acquisition decisions. A solicitation may be published after review of responses.

The services required involve methadone dosing for the Tucson VA Healthcare System. Bidders are referred to the attached Performance Work Statement (PWS) for detailed specifications. The PWS is intended to be descriptive, not restrictive.

Interested and capable sources must provide the following:

• Company name, address, and point of contact.

• Business size status (SDVOSB, VOSB, Hubzone, WOSB, Large Business, etc.) relative to NAICS 621420.

• Whether the company is a manufacturer or distributor, and country of origin if applicable.

• If a distributor, details on any alterations, assembly, or modifications made to the items.

• Information on existing federal contracts (FSS, NASA SEWP, etc.), including contract type and number.

• Confirmation if the referenced items/solutions are available on existing schedules/contracts.

• General pricing for products/solutions for market research.

• Capabilities statement demonstrating ability to meet salient characteristics, including compelling evidence for "equal to items".
