Purpose: The purpose of the Notice is to announce that Network Contracting Office (NCO) 21, intends to solicit proposals from vendors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contracted Emergency Residential Services. Services will be for the Department of Veterans Affairs Pacific Islands Health Care System. Vendors to provide these services in Hilo, Hawaii.
Objective/Milestone: The goal of the HCHV program is to end Veteran homelessness by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Statement of Work. Services will be provided 24/7 to homeless Veterans.
This contract is expected to house and serve homeless Veterans in need of placement in a safe environment with onsite supportive services.

Interested vendors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM website so that they are notified of the issuance of the solicitation and any amendments.
The applicable North American Industry Classification System (NAICS) Code is 624221, Temporary Shelter, and the small business size standard is $13.5 Million. The procurement will be solicited as unrestrictive, full and open competition to meet the Governments needs for HCHV services to house up to 5 Veterans per day.
