Scope of Work
Contractors will provide all labor, supervision, housing, material, and supplies for emergency residential housing, treatment, and supportive services following the HCHV program's Contract Emergency Residential (CER)/Low Demand Safe Haven model. Key services include:
- Room and Board: Designated, private, safe, and secure beds (no bed sharing).
- Food/Meals: Three nutritious meals daily, seven days a week, plus snacks.
- Laundry: Facilities and supplies provided to Veterans at no cost.
- Therapeutic and Rehabilitative Services: Individualized, on-site services detailed in a treatment plan developed within 72 hours of admission.
- Case Management: Provided as part of the overall service.
- Facility Maintenance: Contractor is responsible for proper facility upkeep.
Key Personnel Requirements
- Full-time, on-site administrative staff (awake and available 24/7).
- Program director on-call and available 24/7.
- Professionally credentialed clinical supervisor (minimum LCSW) for weekly on-site visits and case supervision.
- Sufficient case management personnel (LMSW or LMHC) dedicated to the contract.
- At least one CPR-certified staff member on duty 24/7.
- Food handler's permits for staff preparing/serving food.
