Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the 190th EN BN Yellow Ribbon Reintegration Program Pre-Deployment Event, aiming to equip Soldiers and their Families with tools and resources for successful mobilization and post-deployment life. The event will focus on areas such as finance, family readiness support, VA services, and mental/spiritual resilience.

• Provide personnel, equipment, tools, materials, supervision, and quality control.

• Conduct exercises related to self-awareness, self-regulation, optimism, mental agility, and strength.

• Offer services in Spanish, incorporating Military Family Life Counselors and other agencies.

• Audience will be divided into groups: married, singles, parents, and children (with adapted programs for children).

• Meeting Package: 98% acceptable quality level for conference room availability, layout, appropriateness, and space.

• Food Services: 98% acceptable quality level for banquet room availability, proximity to meeting rooms, meal schedule validation, and meal quality.

• Period of Performance: One day (August 8, 2026), with the prior day for setup.

• Place of Performance: Within an approximate radius of 30 to 80 miles from the unit's location in Gurabo, PR.

• Setup: Friday, August 7, 2026, from 1800hrs to 2100hrs.

• Event: Saturday, August 8, 2026, from 0600hrs to 1700hrs.

• Contractor shall provide four (4) conference rooms (main training for 280, child/youth activities for 30, breakout for 140, banquet).

• Contractor shall provide breakfast, breaks, and lunch (hot buffet style) with vegetarian, vegan, kosher, and halal options.

• Contractor shall provide one separate room for 30 dependents (ages 6-17) for child and youth activities.

• Contractor shall provide parking for 160 attendees.

• Contractor must be able to make +/- 5% rearrangements for meals and lodgings within 72 hours prior to the event.

• Facilities must comply with Joint Travel Regulations (JTR), federal codes, ADA, and DoD antiterrorism standards.

• Facilities must have a 24/7 security/crisis management plan, fire and emergency plans.

• Standard amenities required: adequate parking, illumination, high-speed internet, business center services, self-dispensing ice machines.

• Guest rooms (if utilized) must have basic housekeeping, comfortable sleeping areas, and storage.

• Facilities must be maintained to prevent hazards and vermin.

• Contractor employees must identify themselves as contractors and wear distinguishing badges.

• Zero-tolerance policy for trafficking in persons.

• Organizational Conflicts of Interest (OCI) must be managed and reported.

• Government will provide Audio/Visual equipment.
