Performance Work Statement (PWS)

To provide scheduled semi-annual preventative maintenance and inspections on cafeteria equipment/appliances within the Root Hall Café at the U.S. Army War College (USAWC) in Carlisle, PA.

• Conduct semi-annual preventative maintenance and inspections on specified cafeteria equipment.

• Perform minor repairs during inspections if feasible.

• Provide quotes for extensive repairs requiring additional parts and schedule them.

• The USAWC is responsible for electrical, HVAC, and plumbing issues.

• Visually inspect appliances/equipment.

• Clean condensers and brush evaporators.

• Clean and chemically sanitize ice machines and ice storage bins.

• Adjust ice thickness.

• Check electrical connections, gaskets, controls, refrigerant charges, and operation.

• Adjust pilots, inspect electrical harnesses and contactors.

• Clean flame sensors.

• Calibrate oven temperatures as needed.

• Provide a quote for any major repairs outside the scope, including parts, labor, and transportation.

• Work to be completed in a workmanlike manner according to standard practices.

• Contractor must be insured and bonded.

• Provide results of all inspections, including discrepancies, to the COR.

• Location: Root Hall (Bldg 651) Café (Rooms T001 and T002), USAWC, 651 Wright Avenue, Carlisle, PA 17013.

• Inspections to be conducted within the timeframe specified on each call order.

• Contractor must provide all personnel, equipment, supplies, transportation, tools, and materials.

• Personnel must be appropriately trained and experienced.

• Contractor must designate a Site Manager and Alternate with full authority.

• Comply with all applicable federal, state, local, and OSHA regulations.

• Comply with Carlisle Barracks regulations for employee conduct and access procedures (Visitor Passes).

• Work hours are typically Monday-Friday, 8:00 AM - 3:00 PM EST, excluding federal holidays.

• This is a nonpersonal services contract.

• Competition will be solicited among multiple-award BPA vendors.

• Quotes must include contractor name/phone, BPA number, itemized appliances, services, and final cost.

• Call orders will be emailed and will include authorized caller, BPA number, call number, tasks, period of performance, and payment terms (GPC).

• Invoices must include contractor name, BPA number, date of completion, call number, quantities, unit prices, extended/total prices, and date(s) of execution.

This solicitation seeks proposals for a Multiple Award Blanket Purchase Agreement (BPA) to establish semi-annual preventative maintenance and inspections for cafeteria equipment/appliances located in Root Hall (Building 651) at the US Army War College. The BPA will cover all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary for these services. The contractor will also be responsible for providing inspection results, including discrepancies, and quoting any necessary repairs.

• Payment will be made via Government Credit Card or Wide Area Workflow (WAWF).

• The solicitation issue date is June 2, 2026.

• The offer due date is June 5, 2026, at 07:00 AM.

• The North American Industry Classification Standard (NAICS) code is 811412, with a size standard of $19,000,000.00.

• The solicitation is set aside for Small Business.

• This acquisition is set aside for Small Business.

• The contract is administered by the US Army War College, Directorate of Contracting.

• Authorized Government Personnel for placing orders are listed, with Marianne Barracks (USAWC, G4) having a limit per call of GPC - $25,000.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) aims to establish multiple Blanket Purchase Agreements (BPAs) for semi-annual preventative maintenance and inspection of café appliances located in the Root Hall Café. The Government reserves the right to modify the Purchase Description, including potential reductions or cancellations of services, which will be negotiated with the contractor.

• Semi-annual preventative maintenance and inspection of café appliances.

• Proof of certification must be submitted with the quote.

• Multiple Blanket Purchase Agreements (BPAs) are to be established.

• Offers must be submitted electronically via email to Jennifer Wohlford (jennifer.a.wohlford.civ@army.mil) with a copy to Christine Cairo (Christine.a.cairo.civ@army.mil).

• Facsimile submissions will not be accepted.

• Offers must include three volumes:

  • Volume 1: Acknowledgement of RFQ Modifications, Representations & Certifications, Exceptions, and other required information. Small business joint ventures must submit specific representations per FAR 52.212-3 and 52.219-1.
  • Volume 2: Technical Quote detailing how the contractor proposes to satisfy the requirements. This volume must NOT contain pricing information.
  • Volume 3: Price.

• Inquiries Deadline: All questions must be submitted by 7:00 AM EST on June 4, 2026. Questions received after this time may not receive a response.

• Questions will be answered via attachment to RFQ modifications.

• Telephone inquiries will not be accepted.

• Specific representations are required for small business joint ventures regarding categories such as Small Business, SDVOSB, WOSB, EDWOSB, and HUBZone.

• The government contracting office is closed on Holidays and Weekends.

• Offerors believing there are errors, ambiguities, or omissions in the instructions must notify the Purchasing Agent and Contracting Officer via email with supporting rationale.
