Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Marine & Aviation Operations (OMAO), Aircraft Operations Center (MOC), is soliciting quotes for Barfield and Cobra Systems Test Kits for their new Gulfstream 550 aircraft. This is a Total Small Business Set-Aside opportunity. Quotes are due by March 31, 2026, at 4:00 PM PST/PDT.
Purpose & Scope
NOAA requires initial provisioning of aircraft diagnostic and test equipment to support its Aircraft Recapitalization Plan, specifically for the new Gulfstream 550 SP aircraft. The new equipment is necessary because existing diagnostic tools are incompatible with the G550 SP's advanced technology. This procurement aims to ensure compliance with FAA regulations for airworthiness, reduce maintenance costs, and support NOAA's high-altitude weather reconnaissance and research missions.
Key Requirements & Deliverables
This procurement is for specific brand-name testing kits, required for compatibility with the G550 SP and consistency with NOAA's existing GIV aircraft systems:
- Barfield, DFQ40K Fuel Quantity Test Set (PN: 101-01501): 1 unit, compatible with AC Capacitance based fuel quantity indicating systems (G550), microprocessor-based, with auto-ranging measurements and Distance To Fault (DTF) capabilities. Smart Cables are required.
- Barfield, Cable Interface (Fuel Quantity Test Set) (PN: 101-01536): 1 unit, for use with the DFQ40K Test Set on G550 aircraft.
- Barfield, DPS1000 Digital Pitot Static Test Set (PN: 101-01175): 1 unit, with specified ranges for altitude, airspeed, Rate of Climb (ROC), Mach, and pressure measurements.
- Cobra Systems, Pitot Static Accessory Kit (PN: AKGV (RVSM)): 1 unit, manufactured by Cobra Systems for use with the DPS1000 Test Set on the G550, including various adapters, hoses, consoles, and accessories.
All offered products must meet Buy American-Supplies requirements, with verification of the country of manufacture. A minimum 12-month warranty and initial calibration are required. Delivery is required 30 Days After Award to NOAA Aircraft Operations Center, 3450 Flightline Drive, Lakeland, FL. 33811, and must be prior to June 1, 2026.
