Solicitation / RFP / RFQ

This is a Combined Synopsis/Solicitation (RFQ) for the procurement of Barfield and Cobra Systems Testing Kits by the National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Aircraft Operations Center (MOC). Statement of Need

This document outlines the need for initial provisioning of aircraft diagnostic and test equipment to support NOAA's Aircraft Recapitalization Plan. The equipment is required to maintain the new Gulfstream 550 SP aircraft, which replaces the aging G-IV SP. Current diagnostic equipment is incompatible with the G550 SP due to technological advancements. This procurement aims to ensure compliance with Federal Aviation Administration (FAA) regulations (14 CFR Part 91 and Part 43) for maintaining aircraft airworthiness and operational standards, thereby reducing maintenance costs and supporting NOAA's high-altitude weather reconnaissance and research aircraft.

• Gulfstream 550 SP Compatibility: All equipment must be compatible with the G550 SP aircraft.

• Barfield DPS1000 Digital Pitot Static Test Set (PN: 101-01175): 1 unit. With specified ranges for altitude, airspeed, Rate of Climb (ROC), Mach, and pressure measurements (Ps and Pt channels).

• Cobra Systems Pitot Static Accessory Kit (PN: AKGV (RVSM)): 1 unit. Manufactured by Cobra Systems for use with the DPS1000 Test Set on the G550, includes various adapters, hoses, consoles, a seal kit, manual, lubricating fluid, and protective case.
