• It is the current standard integrated into six existing Instrument Calibration Procedures (ICPs) supporting approximately 780 assets annually.

• Procuring this specific model avoids substantial costs and delays associated with developing, rewriting, and approving new procedures for a different manufacturer's system.

• Acquiring a different comparator would require a complete re-evaluation of its suitability and could impact the calibration of approximately 780 assets.

• The estimated real-time delay for ICP modifications for a different system is 18-20 months.

• Unacceptable delays in fulfilling agency requirements.

• Substantial duplication of work already completed.

• Significant financial implications due to modifying ICPs.

• The Corona Division has no plans at this time to compete future contracts for these supplies/services.

Solicitation / RFP / RFQ

This document is a "Combined Synopsis Solicitation" for a "Gage Block Comparator" (Model #130B-24, PN 2150076). The Naval Surface Warfare Center, Corona Division (NSWC Corona) requires one unit of this comparator, along with an accessory kit, installation, and training. The purpose is to support the Navy Calibration Labs by providing Test and Measurement Diagnostic Equipment (TMDE) for calibrating gage blocks, optical flats, parallels, and toolmakers flats. This is an official request for quote (RFQ) utilizing simplified procedures IAW FAR part 12.

• One (1) each Model #130B-24 GAGE BLOCK COMPARATOR (PN 2150076)

• One (1) each Accessory Kit (Model #2242602)

• Two (2) days of installation and training (PN 9967685)

• Travel (PN 9968430)

• Items must be TAA compliant.

• Offerors must be an OEM, authorized dealer, authorized distributor, or authorized reseller, and provide proof of authorization.

• DFARS 252.211-7003, Item Identification and Valuation, is applicable, requiring DoD unique identification or an equivalent.

• Packaging must be in accordance with ASTM-D-3951-18.

• Prohibited packing materials include asbestos, excelsior, newspaper, shredded paper, and yellow wrapping material (except for radioactive material containment). Loose fill polystyrene is also prohibited for shipboard use.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Delivery is within 90 Calendar Days from the date of lead time event to delivery, starting from the Date of Award.

• Quotes are due no later than the date and time specified in the posting.

• All required information must be provided in the quote.

• Quotes must be valid for a minimum of 30 days from the closing of the solicitation period.

• Award will be made to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, based on price and other factors.

• Evaluation factors include Technical Acceptability and Price. Technical acceptability will be evaluated on an acceptable/unacceptable basis. Award will be made to the lowest-priced offeror whose proposal is determined technically acceptable.

• Offers submitted on an F.O.B. basis other than that specified in Section F will be rejected as unacceptable.

• No specific set-aside is mentioned.

• Offerors must be an OEM, authorized dealer, authorized distributor, or authorized reseller.

• Sales tax exemption applies per Article 6 of the U.S. Constitution.

• Wide Area WorkFlow (WAWF) is the method for submitting payment requests and receiving reports.
