This solicitation is for the upgrade of one (1) Mahr 130B-38 Gage Block Comparator to meet the specifications of the Mahr 130B-24 model, which is the Navy's preferred standard. This upgrade is in support of the NAVSEA Calibration Standards Program.

• Upgrade of one (1) Mahr 130B-38 Gage Block Comparator to Mahr 130B-24 specifications.

• Items required include:

  • Shipping Crate for 130B-24 (P/N: 2239648)
  • Shipping Hardware for 130B-24 (P/N: 2259317)
  • Factory System Upgrade - 130B-24 (P/N: 2240069)

• Offerors must be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller, and must provide proof of authorization.

• Packaging must be in accordance with ASTM-D-3951-18.

• Item Unique Identification (IUID) is required for items with a unit cost of $5,000 or more.

• Contract Type: Firm Fixed Price (FFP).

• Delivery Period: 90 Calendar Days from the date of award.

• FOB: Destination.

• Offer Due Date: 06 April 2026, 05:00 PM Local Time.

• Quotes must be valid for a minimum of 30 days.

• Basis of Award: Lowest Price Technically Acceptable (LPTA).

• Award will be made to a single offeror for all units.

• All terms and conditions in the solicitation are accepted by submitting a quote; alternative terms will not be considered.

• This acquisition is a Small Business set-aside.

• NAICS Code: 334513, Size Standard: 750 employees.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, and 52.212-5.

• Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF).

• Inspection and Acceptance locations are specified in Section E.

Justification for Exception to Fair Opportunity

This document justifies the use of a brand name or sole source procurement for the "Factory System Upgrade - 130B-24" and associated supplies. The upgrade is necessary to replace the obsolete Mahr 130B-38 comparator, maintain calibration capability, and expand Instrument Calibration Procedures (ICPs) applicability.

• Supplies:

  • Shipping Crate for 130B-24 (PART # 2239648)
  • Shipping Hardware for 130B-24 (PART # 2259317)

• Service:

  • Factory System Upgrade - 130B-24 (PART # 2240069)
    • Includes: Reconditioning/replacement of sensor, total system recalibration, refurbishment/repainting of mechanical components, installation of new platen with positioning template, and new operating software.

• The procurement is for modernization and upgrade of an existing Government-owned asset.

• The justification is based on the need to maintain calibration capability and expand ICP applicability.

• This document is a justification for not competing the requirement, not a solicitation for proposals.

• The justification cites several regulatory authorities for sole-source or limited-source procurement, including:

  • FAR 13.106-1(b)(ii) (Particular brand-name item)
  • FAR 8.405-6(a)(i)(1)(B) (Unique or highly specialized supplies/services)

• This justification is for a brand name/sole source procurement, precluding full and open competition.

• The upgrade is necessary because the existing comparator is obsolete, and its maintenance/repair parts are not procurable.

• A failure of the current system would cause work stoppage, halting calibration support for 780 assets annually and impacting fleet readiness.

• Procuring a new system from a different manufacturer would introduce significant technical evaluation delays, configuration risk, and potential incompatibility with approved ICP procedures.

• Substantial duplication of cost to the Government is expected if other models are procured.

• The Corona Division has no plans at this time to compete future contracts for these supplies/services, but will assess competition feasibility if another potential source emerges.
