Quick Summary
The U.S. Forest Service, under the Department of Agriculture, is issuing a Request for Information (RFI) for the Galloway G-Z Stewardship IRSC project within the Tahoe National Forest, Downieville, CA. This RFI seeks feedback from interested parties to inform a future solicitation aimed at improving forest health and resilience, reducing wildfire risk, protecting water supplies, and providing wood products. Responses are due by March 20th, 2026, at 5:00 PM Pacific.
Project Overview and Scope
The initiative covers approximately 5,127 gross acres for treatment, including 1,500 acres prepared for timber harvest (Keystone Roadside Fuelbreak) and 3,627 acres for preparation and timber harvest (Hungry Slug). The anticipated contract term is up to 5 years, with an expected offering of 15+ MMBF of commercial timber and 8,000+ CCF of biomass.
Types of Service Work may include:
- Timber sale preparation (unit layout, marking, volume determination).
- Road reconditioning and curve widening.
- Timber removal (tractor, skyline, tethered systems) and transportation.
- Temporary road construction and obliteration.
- Low value stand treatment (precommercial thinning, mastication) with a volume removal option.
- Biomass removal (thinning non-merchantable material, chipping, transportation).
Anticipated Terms
Minimum timber value estimates will be based on Forest Service appraisal rates. Payment for service work is anticipated by the acre, ton, or linear foot, with reconstruction priced by the mile or contract quantity. The project will include both mandatory and optional service items, where awarded product value will offset service costs. Davis-Bacon wages and certified payrolls will be required for Road Construction, while Service Contract Act wages will apply to non-construction service work. Road construction requirements will also be subject to bonding.
Submission & Response
Interested parties are requested to submit written responses to the RFI questionnaire via email to evan.fellrath@usda.gov and Kasandra.meyer@usda.gov by March 20th, 2026, 5:00 PM Pacific. This RFI is for planning purposes only and responding will not affect eligibility for future solicitations.
