Scope of Work
Contractors will provide non-personal physician services within the Internal Medicine Department. This includes:
- General Internist Outpatient Services: Providing general internal medicine care for adult patients (18+) in an outpatient setting, with an average of 12-16 ambulatory patient visits per day. Basic ambulatory procedures are encouraged. (Refer to ATTACHMENT A - PWS General Internist)
- Infectious Disease Physician Services: Providing infectious disease services for adult patients in outpatient settings, addressing conditions such as HIV, tuberculosis, STIs, and various infections. May include inpatient consultations. (Refer to ATTACHMENT B - PWS Infectious Disease)
Contract Details
- Contract Type: Combined Synopsis/Solicitation for commercial services, likely Labor-Hour CLINs.
- Period of Performance: Base period from October 1, 2026, to September 30, 2028, with three (3) six-month option periods.
- Place of Performance: Gallup Indian Medical Center, Gallup, New Mexico.

- Volume 1: Administrative Documents (SF-1449, amendments, IHS Buy Indian Act representation, RFO representations and certifications).
- Volume 2: Technical Capability (detailed approach to meet PWS requirements, key personnel qualifications, resumes, certifications, licensure).
- Volume 3: Price (detailed pricing aligned with technical approach, hourly rate breakdown).
- Evaluation Factors: Quotes will be evaluated based on Technical Capability and Approach and Price. Award will be made to the responsible offeror whose offer is most advantageous to the Government. Multiple awards may be made.
Special Requirements
- Contractor Qualifications: Both roles require 36 months of physician experience (12 months in specialty), board certification, current unrestricted physician license, BLS certification, medical evaluation for fitness for duty, and specific immunizations. Infectious Disease role requires a completed fellowship.
