The period of performance is 431 calendar days after receipt of the Notice to Proceed. Offerors must comply with FAR 52.219-14 Limitations on Subcontracting, requiring at least 85% of the contract performance cost (excluding materials) to be performed by the prime contractor or similarly situated subcontractors, with a required 15% self-performance. Performance and Payment Bonds are mandatory.
Submission & Evaluation
Proposals are due by January 21, 2026, at 2:00 PM MT. The government will use a Best Value Trade-off Process for evaluation, considering non-price factors (Experience, Schedule, Past Performance) and Price. Non-price factors are of approximate equal importance and, combined, are of approximate equal importance when compared to price.
