This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for road and drainage maintenance on the East and West Cuesta roads and Lebrea Road within the Los Padres National Forest. The work is required due to flood damages.

• Contract Type: The government reserves the right to make multiple awards for different line items if it results in best value, but intends to make one award from this solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for road and drainage maintenance on roads within the Santa Lucia Ranger District (SLRD) of the Los Padres National Forest, addressing flood damages.

• Restoration of 4 existing low water crossings.

• Brushing and grubbing of 4 miles of road.

• Grading, spot surfacing, and restoring existing drainage functions.

• The 4th water crossing has running water, and only its approaches can be restored.

• Rip Rap shall be Class 1 (FP-14).

• Re-establishing or re-shaping drainage features to ensure proper road drainage.

• Bulldozing at river crossings to ensure passable travel ways, as these are rocky with large boulders.

• Projected start date: July 1, 2026.

• Time for completion: 90 calendar days from the issuance of the "Notice to Proceed".

• Project location: Highway 166 east of Santa Maria, within San Luis Obispo County.

• Personnel & Equipment: Contractor must furnish necessary personnel, material, equipment, services, and facilities.

• Environmental Protection:

  • Minimize mechanical activity during rainy periods; operations may be shut down due to soil disturbance or erosion.
  • Repair any damage to established roads, adjacent vegetation, or other improvements caused by operations.
  • Dispose of all project-related trash and debris off Forest lands.
  • Equipment must be cleaned before entering Forest lands and between project areas to prevent invasive weed introduction.
  • Avoidance and minimization measures for wildlife (e.g., Goshawk, California Spotted Owl, Pond Turtle, Foothill Yellow-legged Frog, Western Spadefoot) and heritage resources are detailed, including Limited Operating Periods (LOPs) and survey requirements.
  • Work near watercourses must adhere to specific protocols, including no fueling within 100 feet of flowing water and development of a Spill Prevention Control and Countermeasures Plan for significant oil storage.
  • Erosion control measures are required, especially before precipitation events or the winter period.

• Safety & Traffic Control:

  • Contractor is responsible for traffic control and equipment staging.
