Submission & Evaluation

• Pre-Proposal Conference: A pre-proposal conference will be held on Monday, March 9, 2026, from 09:00-13:30 local time at the U.S. Embassy in Stockholm. Vendors must arrange their own transport to visit all four locations. Prospective offerors must contact stkgsocontracts@state.gov by March 5, 10:00 local time, to arrange entry.
• Proposal Deadline: March 20, 2026, at 10:00 local time. No proposals will be accepted after this time.
• Submission Method: Electronically to stkgsoprocurement@state.gov. Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with file sizes not exceeding 30MB per email.
• Required Documents: SF-1449, Section B (Pricing), Section K (Representations and Certifications), additional information as required in Section L, and proof of SAM Registration.
• Eligibility: Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.
• Evaluation Criteria: Award will be based on the lowest-priced, technically acceptable, responsible offer. The evaluation process includes initial review, technical acceptability, price, and responsibility. Proposals must be in English and complete.
