The scope also includes the supply and replacement of specific quantities of life cycle and seasonal plants annually. The contractor must furnish all necessary new tools, equipment, and Personal Protective Equipment (PPE). Key personnel requirements include a qualified horticulturist, an on-site supervisor with at least seven years of experience, and full-time gardeners with a minimum of three years of experience. Subcontracting is not permitted.

Required documentation includes resumes for the Project Manager (5+ years experience), Supervisor, and Gardeners, proof of UAE business establishment, SAM registration (UEI), and past performance details for at least ten gardening maintenance contracts in the UAE (completed 2020-present, 12+ months duration). Offerors must also submit a list of proposed new tools/equipment, audited financial statements for 2022-2024, a valid commercial license, and strategic plans (Gardening Maintenance, Quality Control, Risk Assessment – max 8 pages). Recruitment and housing plans are also required.
Evaluation Criteria
Award will be made to the lowest priced, technically acceptable, responsible contractor. Evaluation factors include Compliance Review, Technical Acceptability (based on past performance and experience), Price Evaluation, and Responsibility Determination.
