- Watering, fertilizing, pest and disease control, and hard surface care.
- Provision of six (6) full-time groundskeeping gardeners.
- Temporary Additional Services for special events, with 24-hour notice.
- Submission of a Grounds Maintenance Plan and a Grounds Improvement Plan. The contractor must supply all necessary labor, materials, and equipment.

- Period of Performance: 12 months base period, plus two (2) one-year option periods.

Submission & Evaluation
Proposals must be in English and submitted electronically to rabatgsocontracts@state.gov by April 22, 2026. Submissions should not exceed 30MB. The evaluation will follow a Tradeoff Process (FAR 15.103-1), where technical factors and subfactors combined will be significantly more important than cost or price. The government may award without exchanges.
