Solicitation / RFP / RFQ

• Delivery terms will typically be F.O.B. Destination, with F.O.B. Shipping Point as an alternative if agreed upon.

• All shipments must be marked with the proper address and Mark For individual to avoid delayed acceptance and payment.

• Vendors must be registered in the System for Award Management (SAM) and possess a valid CAGE Code.

• Requirements may involve Export Control Laws, necessitating a valid DD Form 2345 certification.

• BPA Master Dollar Limit: $4,999,999.00 for five (5) years.

• BPA Call Limit: Individual calls shall not exceed the warrant level of the purchaser, but in no case shall exceed the Simplified Acquisition Threshold ($250,000.00).

• Period of Performance: To be identified at the time of call.

• RFQs will be posted on the applicable procurement site.

• Vendor offers must be submitted within one (1) business day (or alternate time specified in RFQ).

• Award will be made to the lowest priced offer received, unless otherwise stated in the RFQ.

• Evaluation terms will be included in the RFQ.

• Registration in SAM is required (FAR 52.204-7).

• Vendors must have a valid CAGE Code.

• Specific clauses related to small business programs (e.g., 52.219-1, 52.219-28) are incorporated, indicating potential set-asides or preferences.

• Fast Payment calls are not authorized.

• Unpriced BPA calls are strictly prohibited.

• Payment will be made via P-Card or Wide Area Workflow (WAWF) as specified at the time of order.
