Quick Summary

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is establishing multiple Blanket Purchase Agreements (BPAs) for Compressed and Liquefied Gases to support Naval operations. This opportunity is a Total Small Business Set-Aside and invites qualified small businesses to become approved vendors on a rolling basis. The deadline for initial submissions is March 11, 2026, at 1:00 PM EST.

Purpose

NAWCAD Lakehurst aims to facilitate expeditious procurement of requirements for Aircraft Launch and Recovery Equipment (ALRE), Common Support Equipment (CSE), and Peculiar Support Equipment (PSE) by establishing BPAs for the commodity "Gases Compressed and Liquefied." This combined synopsis/solicitation seeks to qualify interested business concerns for inclusion on the BPA vendor list.

Scope of Work

Vendors will provide compressed and liquefied gases on an as-needed basis through individual call orders. These calls will be issued on a firm fixed-price basis, with delivery typically FOB Destination to Lakehurst, NJ.

Contract Details

  • Type: Blanket Purchase Agreements (BPAs), not contracts, established under Simplified Acquisition Procedures (FAR Part 13).
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5). The Non-manufacturer rule (FAR 19.505(c)) applies, requiring non-manufacturers to have fewer than 500 employees.
  • BPA Master Limit: Up to $4,999,999.00 over a five-year period.
  • Individual Call Limit: Shall not exceed the Simplified Acquisition Threshold (currently $250,000) or $7.5M under FAR 13.500.
  • Payment: Government Credit Cards or Wide Area Workflow (WAWF). Fast payment calls and unpriced BPA calls are prohibited.

Submission Requirements & Process

  • Initial Submission: Interested parties must provide their Cage Code, Unique Entity Identifier (UEID), and a capabilities statement (including primary business practice/trade and whether the company is a manufacturer or supplier/distributor).
  • Export Control: A copy of a current, approved DD Form 2345 is highly recommended for vendors who may need access to export-controlled drawings.
  • Registration: Vendors must be registered in the System for Award Management (SAM).
  • Deadline: Submissions are due by March 11, 2026, 1:00 PM EST. Vendors will be added on a rolling basis within the first 120 days and periodically thereafter.
  • Method: Email submissions to karin.a.quagliato.civ@us.navy.mil, including "N6833525Q0321" in the subject line.

Individual Call Order Process (BPA Tool)

  • Vendors on the BPA list will receive email notifications from NAVAIR_Acquisition@us.navy.mil for specific requirements, including an Excel attachment for bidding.
  • The Excel attachment will detail general information, bidding requirements (e.g., Small Business Set-Aside, line-item evaluation), buy terms (e.g., SAM registration, export control, lowest price/technically acceptable evaluation), and a section for line item input.
  • Offers for individual calls are typically due within one business day by completing the "Line Item Input" tab, saving the Excel file, and replying to the original email.

Evaluation

Responsibility determinations will precede BPA issuance. Individual call orders will be awarded to the lowest priced technically acceptable offer, unless otherwise specified in the Request for Quote (RFQ).
