Submission & Evaluation
Offers must be submitted electronically to Brianna.N.Wohlers@usace.army.mil. Proposals should not exceed 25 pages, excluding the price worksheet. Evaluation will be based on a "Best Value" approach, considering Past Performance, Technical, and Price. Technical and Past Performance are considered more important than price. Offerors must provide a list of previous employment/contracts within the last 8 years and at least two written reference letters for Past Performance. The Technical proposal requires a description of cleaning techniques, methodologies, and a detailed work schedule. The Pricing Schedule must be completed in its entirety.
Additional Notes
Offerors are encouraged to make an on-site visit to the facilities prior to submittal of a quote, though a formal site visit will not be held. Registration in the System for Award Management (SAM.gov) database is required to access solicitation documents and for electronic annual representations and certifications. The Government will provide a campsite, storage building, and certain equipment/supplies.
