Justification and Approval (J&A)

The project title is "GCI PowerTools for Viewer Annual Maintenance Renewal." The Office of Cyber Infrastructure and Computational Biology (OCICB) within NIAID requires this service to support its mission of providing technology services and support for biomedical research programs.

• It is critical for enabling regulatory compliance and data integrity for clinical trials artifacts in the Validated Enterprise Document Repository Management System (VEDRMS).

• The tool provides web-based, read-only viewing of clinical trials artifacts and documentation, supporting regulatory compliance and audit trail requirements (21 CFR Part 11 and Annex 11).

• Type of action: Follow-on.

• Previous contractor: Global Cents GCI Live, LLC.

• Estimated total dollar value: $15,682.

• Period of performance: January 22, 2026, to December 31, 2026.

• The acquisition is being conducted under "Only one responsible source / Brand Name" authority, citing 41 USC 3304(a)(1) and FAR Part 6.302-1.

Notice of Intent (NOI) / Sole Source Justification

This action is being taken under the authority of FAR 5.101(a)(1), 41 U.S.C. 253(c)(1), FAR 13.106-1(b), and FAR 13.501(a), indicating that only one responsible source and no other supplies or services will satisfy agency requirements.

• Maintenance for GCI Power Tools software.

• The software is required to assist in developing and deploying document management and workflow solutions for the National Institute of Allergy and Infectious Diseases (NIAID).

• Specifically, the GCI PowerTools Viewer supports clinical research studies by providing web-based, read-only viewing for controlled clinical trials artifacts and documentation to support regulatory compliance.
