The Marine Corps Systems Command (MCSC), on behalf of the Portfolio Acquisition Executive Mission Systems (PAE MS), is conducting market research through this Request for Information (RFI) to identify sources capable of providing capability support and decommissioning services for the Global Combat Support System Marine Corps (GCSS-MC). GCSS-MC is an Oracle-based Enterprise Resource Planning (ERP) system used for logistics, supply, and maintenance operations. This RFI is for planning purposes only and does not constitute a Request for Proposal.
Scope of Work
The government seeks industry interest in services covering:
- Transition-In: A period of up to six months for knowledge transfer and full support readiness.
- Capability Support: Maintaining the GCSS-MC system in its current state, ensuring operational availability, reliability, maintainability, and security. This includes troubleshooting, interface management, Tier 1 and Tier 2 help desk support, system monitoring, performance management, and cybersecurity. Only break/fix and cybersecurity-driven changes are permitted; no new capabilities or enhancements are in scope. The government owns perpetual Oracle licenses for GCSS-MC.
- Decommissioning Services: Planning and executing the complete decommissioning of the GCSS-MC system, including data archiving, hardware disposition, comprehensive documentation, and collaboration on data migration to a successor system. The decommissioning is targeted for completion within a 3-year window.
Key Requirements & Performance
Contractors will be expected to maintain high system performance, including 98.7% availability and 99.9% reliability. This involves managing approximately 288 maintenance change requests per quarter and handling over 60 daily help desk requests. Performance standards include a reliability threshold of 99.44% (objective 99.99%), operational availability threshold of 95.00% (objective 98.00%), and maintainability threshold of 90% of downtime occurrences resolved within four hours. Cybersecurity support includes full ATO reauthorization cycles and managing POA&Ms, audit findings, and vulnerabilities.
