Quick Summary
The Department of the Navy's Marine Corps Systems Command (MCSC) is conducting market research via a Request for Information (RFI) to identify sources capable of providing capability support and decommissioning services for the Global Combat Support System Marine Corps (GCSS-MC). GCSS-MC is an Oracle-based Enterprise Resource Planning (ERP) system managing logistics, supply, and maintenance for over 25,000 users. This RFI is strictly for information and planning; no enhancements or modernization efforts are being considered. Responses are due May 14, 2026.
Purpose
This RFI aims to identify qualified sources with the interest and capability to support the current GCSS-MC system and execute its eventual decommissioning. It is for market research purposes only and does not constitute a Request for Proposal (RFP) or commit the government to any contract.
Scope of Work
- Capability Support: Maintain the GCSS-MC system in its current state, ensuring operational availability (98.7%), reliability (99.9%), maintainability, and security. This includes troubleshooting, interface management, help desk support (handling over 60 daily requests), system monitoring, performance management, and cybersecurity. Vendors should be capable of managing approximately 288 maintenance change requests per quarter.
- Decommissioning Services: Plan and execute the complete decommissioning of the GCSS-MC system, including data archiving, secure hardware disposition, and stakeholder communication. The decommissioning process is anticipated to be completed within two to four years.
- Transition-In: A period of up to six months will be required for vendors to gain knowledge and experience with GCSS-MC to transition to full support status.
