Request for Information (RFI)

This RFI is issued by the United States Transportation Command (USTRANSCOM) to gather market research regarding Stevedoring and Related Terminal Services (S&RTS) at the Port of Gdynia, Poland. USTRANSCOM plans to have a contract in place in 2027 to cover the full spectrum of managing USG cargo transiting through this port. This RFI seeks information on existing market solutions and what industry might need to scope a roadmap for success.

The anticipated requirement involves providing S&RTS for the import and export of designated USG cargo through the Port of Gdynia, Poland. Operational tasks include, but are not limited to, stevedoring, longshoring, load/discharge of vessels, trucks, and rail, port reception and disposition, cargo preparation, documentation, tallying, checking, and storage of dunnage and tiedown materials. Cargo may include vehicles, Ammunition and Explosives (A&E), Hazardous Materials (HAZMAT), and other general Department of War (DoW) cargo.

USTRANSCOM is requesting detailed information on:

• Company Information (Name, UEI, CAGE, POCs, Business Size)

• Business Size classification under NAICS 488320 (Marine Cargo Handling), including socio-economic categories if applicable.

• Experience in providing stevedoring, longshoring, management, labor, tools, equipment, supplies, and other S&RTS services (via Attachment 1 – Market Research Survey).

• Commercial availability of services.

• Existing contract vehicles (FSS, GWACs, IDIQs, etc.) that could be used for procurement.

• Suggestions for improving the procurement, including software advancements, industry developments, or innovative solutions.

• Questions and/or comments on the draft Performance Work Statement (Attachment 2).

• This is an RFI for informational and planning purposes only; it is NOT a Request for Proposal (RFP) or a commitment to award a contract.

• Responses will not impact future RFP/RFQ evaluations.

• Information will be used for market research and will not be disclosed outside the Government.

• Proprietary information should be marked; do not submit confidential information.

• USTRANSCOM will NOT be responsible for any costs incurred in responding to this RFI.

A follow-on contract is anticipated to be awarded on or about 01 March 2027. The current contract expires 23 August 2028.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Stevedoring and Related Terminal Services (S&RTS) for the import and export of designated USG cargo through the Port of Gdynia, Poland.

• The contractor shall provide comprehensive S&RTS, including but not limited to stevedoring, longshoring, port reception and disposition, cargo management, staging, storage, intra-port transfers, vessel preparation, documentation, tallying, checking, and storage of dunnage and tiedown materials.

• Services cover various cargo types, including containers, vehicles, breakbulk, hazardous materials (HAZMAT), and non-explosive containers.

• Operations must be available 24 hours a day, 7 days a week, 365 days a year.

• The contractor must provide all necessary Contractor Furnished Equipment (CFE), Material Handling Equipment (MHE), staging space, gear, tools, materials, supplies, supervision, management, and qualified personnel.

• Compliance with all applicable federal, state, local, host nation, and Department of War (DoW) safety and occupational health regulations and standards.

• Adherence to specific safety programs, including a Site-Specific Safety Plan (SSSP) and the designation of a Site Safety and Health Officer (SSHO).

• Performance will be evaluated based on metrics such as security violations, cyber incident reporting, safety or regulatory non-compliance incidents, and timely task order reconciliation and invoicing.

• The PWS covers the full spectrum of managing USG cargo transiting through the specified port.

• Personnel screening for criminal activity, terrorism, and threat-related activity.

• Possession of a Transportation Worker Identification Credential (TWIC) or host nation equivalent.

• Compliance with cybersecurity requirements as defined in Appendix C.

• Development and implementation of a comprehensive Emergency Response Plan (ERP) and a Spill Contingency and Response Plan (SCRP).

• Provision of qualified personnel, including crane operators, riggers, and HAZMAT-certified personnel.

• Adherence to specific operational procedures for loading, discharging, stuffing, un-stuffing, staging, and transportation of cargo.
