Key Requirements

- Packaging & Marking: Must comply with MIL-STD-130, MIL-STD-129/ASTM-D-3951, and MIL-STD-2073-1. This includes specific preservation methods, packaging levels (A and B), material specifications, and adherence to International Standards for Phytosanitary Measures (ISPM 15) for wood packaging. Electrostatic discharge (ESD) protective packaging procedures are also required for sensitive components. Contractors must utilize the Special Packaging Instructions Retrieval & Exchange System (SPIRES) for item packaging requirements.
- Pre-Award Certification: Contractors must certify full compliance with all referenced manuals, specifications, and standards prior to contract award. The latest revisions of all military specifications and standards must be used.
