This solicitation is for Geese Management services at the Wilmington, Delaware VA Medical Center. The objective is to remove unwanted geese from the facility grounds using specially trained Border Collies.

• Daily service to control the Canada goose population on approximately 32 acres.

• Use of specially trained Border Collies to herd and stalk geese.

• Provide nest treatment as needed.

• Assist with obtaining necessary permits from the State of Delaware, Department of Natural Resources and Environmental Control (DE-DNREC) for nest removal.

• The awarded firm shall be licensed in the State of Delaware.

• The contract will be a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

• The period of performance includes a base year and four option years.

• The Service Contract Act Wage Determination (SCA WD 2015-4215 Rev 30) applies.

• Questions Due: Monday, April 20, 2026, by 3:00 PM EST.

• Quotes Due: Tuesday, April 22, 2026, by 3:00 PM EST.

• Submission Method: Quotes must be submitted via email ONLY to April.Cotter@va.gov.

• Evaluation Factors: Quotes will be evaluated based on Price and Compliance with quote submission instructions.

• Offerors must be registered in the System for Award Management (SAM) and the Veteran Small Business Certification (VetCert) database.

• This acquisition is a 100% Small-Business Set-aside.
