Solicitation / RFP / RFQ

This document is a Request for Quotes (RFQ) for General Attorney Services for the U.S. Embassy in New Delhi and its Consulates in Mumbai, Chennai, Hyderabad, and Kolkata. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Provide non-litigation legal services.

• Services include legal advice, research, written opinions on Indian law, guidance on Mission India's legal status, advice on Indian labor and employment law, support with regulatory compliance, drafting/review of legal documents, participation in meetings, transaction support, and other non-litigation legal services.

• Contractor must be licensed and in good standing to practice law in India, with at least 5 years of legal experience in India, and demonstrate expertise in Indian labor law, contract law, and regulatory compliance.

• Contractor must maintain strict confidentiality and disclose any conflicts of interest.

• Deliverables include written legal opinions, memoranda, drafted/reviewed contracts, research summaries, meeting notes, and compliance checklists.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) labor-hour purchase order with fixed hourly rates.

• Period of Performance: One base year and four one-year option periods, not to exceed $250,000 over five years.

• Minimum Order: INR 2,000/-

• Maximum Order: INR 22,190,760.00 ($250,000.00)

• Payment: Monthly invoices submitted to newdelhibids@state.gov. GST @ 18% is applicable to hourly rates and will be priced as a separate line item.

• Quotations are due by April 8, 2026, 02:00 AM (New Delhi, India time).

• Submission Method: Electronically to newdelhibids@state.gov in MS-Word, MS-Excel, or PDF format. File size must not exceed 30MB per email; larger submissions must be split into multiple emails.

• Required Submissions: SF-1449, Section A (Pricing), Section L (Representations and Certifications), additional information as required in Section J, and Proof of SAM Registration.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Factors include price, compliance with RFQ terms, ability to meet performance period, record of integrity, organization, experience, skills, equipment, facilities, and eligibility.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.

• The document includes numerous FAR and DOSAR clauses incorporated by reference, covering various aspects of contract performance, compliance, and administration.
