Sources Sought Notice

This notice is for informational purposes only and is not a Request for Proposal, Request for Quote, or Invitation for Bid. The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking potential sources for two Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) vehicles: one set-aside for 8(a) contractors and one set-aside for Small Business contractors. The intent is to identify qualified contractors interested in providing proposals for a competitive construction contract vehicle.

• The work will encompass multiple disciplines in general construction, including maintenance, repair, renovation, alteration, demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead-based paint and asbestos-containing material, welding, masonry, and any necessary design.

• Contractors will be required to furnish all labor, tools, materials, equipment, supervision, and personnel.

• Projects may require complete plans and specifications, sketches, no design, or design-build proposals.

• Additional prescriptive Unified Facilities Guide of Specifications (UFGS) may be required.

• Two IDIQ MACC vehicles are anticipated, one 8(a) set-aside and one Small Business set-aside.

• These will be Firm-Fixed Price (FFP) contracts.

• The anticipated ordering period is five years (two-year base plus three one-year options).

• The aggregate value for each contract vehicle is up to $98,000,000, shared among contract holders.

• Task orders are anticipated to range between $1,000,000 to $5,000,000, but may vary.

• A minimum amount will be guaranteed for each awardee.

• The intent is to award five to eight contracts under each MACC, if two MACCs are awarded.

• Interested contractors must submit a capabilities statement package (max 6 single-sided pages or 3 double-sided pages).

• The package must include business name, address, phone number, POC, POC email, POC phone number, and SAM.gov UEI and/or CAGE code.

• The "General MACC Sources Sought Contractor Information Form" is Enclosure (1) and counts as one page.

• Responses must be submitted electronically to Kirk Thorne (kirk.e.thorne.civ@us.navy.mil) no later than 14:00 PM (EST) on Monday, 02 February 2026.

• No telephone calls, hardcopies, or facsimiles will be accepted.

• This is a Sources Sought Notice only; no award will be made, and evaluation letters will not be issued.

• Seeking potential sources for an 8(a) MACC set-aside and a Small Business MACC set-aside.

• Offerors shall submit a package for EITHER the Small Business General MACC OR the 8(a) General MACC, not both.

• Businesses must be registered in SAM.gov under NAICS code 2362 (Nonresidential Building Construction, $45M size standard).

• The Government may establish the acquisition as a 100% set-aside based on responses.

• The primary place of performance is Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Maryland.

• Other potential locations include Naval Base Stump Neck Annex, MD; NRL Blossom Point, MD; NSWC IHD Detachment Picatinny, NJ; and NSWC IHD Detachment McAAP, OK.

• The Government reserves the right to award zero, one, or two MACC vehicles.

• The Product Service Code (PSC) will be determined at the task order level.
