Scope of Work
The required services include providing on-line software, web-based tools, and iOS applications for aircraft-specific flight/mission planning. This involves automating computations, delivering digital formats for Electronic Flight Bags (EFBs), and supporting transmission/reception of flight/mission information via satellite datalink. Services are for 63 aircraft, including K/C-130J, KCC-130T, C-40A, UC-35C/D, and UC-12F/W, with an estimated 10,000 flight leg segments annually.
Key tasks include:
- Domestic and International general aircraft flight planning and dispatch services.
- Flight plan filing with ATC, flight following, weather and NOTAM updates, DIPS tracking, and charting delivery to EFBs.
- In-flight services such as WX updates, ATC coordination, flight planning changes, message relay, and emergency assistance.
- Creation of mission folders on a secure, browser-based interface and provision of an iOS application for mission package delivery.
Performance Standards
Contractor shall provide a Monthly Mission Folder Creation Report, maintain a U.S. Navy-specific website for 24/7 access, and submit a Monthly Contract Status Report (MCSR). A Quality Assurance Surveillance Plan (QASP) will outline performance standards.

This is not a Request for Proposal. Responses will be treated as information only for market research purposes and will not be shared outside the Government. No entitlement to payment will arise from submissions. Respondents must adhere to CNAF M-3710.7 NATOPS, 14 CFR Part 121, and relevant aircraft flight manuals. Contractor dispatchers must be available 24/7/365 via ACARS/radio for in-flight assistance. The current support is provided by Boeing Digital Solutions, Inc. on contract N0018925PZ246.
