Scope of Work
GSA requires contiguous space divided into two blocks:
- Block A (NOAA): 12,392 to 13,632 ABOA SF, with specific requirements including a minimum of 4,116 SF with a 13-foot finished ceiling height (for WFO and RFC Operation Rooms) and 317 SF with a 12-foot finished ceiling. Detached space is needed for a 400 SF satellite dish area, a 225 SF communication tower area, storage, special use vehicles, and a UPS/generator pad.
- Block B (USBR): 32,046 to 35,251 ABOA SF, requiring a minimum of 4,050 ABOA SF on the ground floor and 7,870 ABOA SF with a 250 lb/ft floor load. Attached space is needed for vehicle storage/technical areas and delivery receipt areas, plus detached space for a communication tower, data structure, storage, and generator pad.
- General Space Requirements: Minimum 16,442 SF on the first floor, with a maximum of two-floor occupancy. A freight elevator is required if Block B space is above the first floor. Minimum 20-foot column spacing is essential.
Lease Details
- Lease Term: 20 years full term, with a 15-year firm term and one 5-year option.
- Estimated Occupancy: On or about March 2027.
- Tenant Improvement (TI) Allowance: $77.28/ABOA SF for Block A (NOAA) and $71.34/ABOA SF for Block B (USBR).
- Building Specific Amortized Capital (BSAC): General BSAC is $25.00/ABOA SF for Block A and $12.00/ABOA SF for Block B. An additional $12.00/ABOA SF for security-related improvements applies to both blocks.
Key Requirements
- Site: Must be within a delineated Sacramento Metro Area, at least 1 mile from railyards, outside the 0.2 percent-annual chance floodplain, and accommodate 24/7 operations without disturbing neighbors. Two separate vehicular access points on separate roads and turnaround space for large vehicles/buses are required.
- Technical: Requires satellite dish and communication tower line-of-sight testing, submeters for each block, and accommodation for two onsite emergency power generators. Lessor is responsible for purchasing the Block B communication tower, while the Government purchases for Block A.
- Security: Facility Security Level II (FSL II) is required for both Block A and Block B. Requirements include a hardened safe room, CCTV, HSPD-12 compliant access control, anti-glare/blast proofing for exterior glass, and a lactation room.
- Compliance: Must meet fire safety, accessibility, seismic, sustainability (e.g., ENERGY STAR®), and National Environmental Policy Act (NEPA) standards. Offerors must also comply with telecommunications prohibitions under Section 889 of the NDAA.
