  • Office Space: 24/7 staff access, located on the second story or higher (with exceptions for sole tenant/setback), secure entry, and strict prohibitions against collocation with entities involved in criminal elements, probation/parole services, drug rehab, social services, halfway houses, or residential units. Entrances/exits must not be within 1,000 walkable feet of drug-free zones, schools, parks, daycares, hotels, shopping areas, or religious/social service centers.
  • Warehouse Space: Must feature a 20' ceiling, 50' setback from roads, 40' turning radius for tractor trailers, 10'x12' dock doors, a 20'x20' loading dock, 8" thick reinforced concrete walls, and no exterior or interior windows along the perimeter.
  • Building Standards: Modern, sound construction, compliant with fire/life safety (GSA Form 12000), accessibility, seismic resilience, and energy efficiency. A Phase I Environmental Site Assessment (ESA) is required.
  • Security: Facility Security Level III (FSL III) requirements apply, detailing measures for general, interior, site/exterior security, security systems (VSS, IDS, duress alarms), structural integrity, windows, building systems, and cybersecurity.

Contract Details
