To perform generator and transfer switch start-up and testing services at the Tower Mountain microwave site near Crown King, Arizona, for the U.S. Department of Energy, Western Area Power Administration (WAPA).

• Install, startup, and test a new Cummins 45kW propane standby generator, automatic transfer switch (ATS), and manual transfer switch (MTS).

• Install a receptacle for plugging in a wheeled generator.

• Set new MTS and CAM-LOCK on an existing wall.

• Remove the existing generator, ATS, alarm cabinets, conduits, and conductors.

• Install the new ATS in the same location as the existing one.

• Install new conduit and wiring to the existing panel, new MTS, and CAM-LOK.

• Dig a new trench and install new conduit for the new generator location.

• Install conduit for charger and heater circuits, remote start, and alarming.

• Install a new concrete pad for the new generator.

• Install new wiring, ground ring, and piping for the propane line.

• Install propane regulators and flex as needed.

• Install conduit for the propane level sensor.

• Backfill all trenches and install an ice bridge over the generator.

• Install an outdoor receptacle rated for a 100kW rolling generator.

• Transport the new generator and ATS from WAPA's Phoenix office to the site.

• Transport the old generator and ATS from the site to WAPA's Phoenix office.

• Test Human Interface on transfer switch and generator.

• Test all emergency stops.

• Test AC power transfer to generator and return to shore power.

• Verify proper voltage/current/power output.

• Verify all I/O points for RTU operation.

• Testing will be witnessed by a WAPA employee and documented.

• Location: Tower Mountain microwave site, Yavapai County, Arizona (34° 14’ 04.5” N, 112° 22’ 03.0” W).

• Normal work hours are Monday-Thursday, 7:00 a.m. to 4:30 p.m. (consideration for escort availability).

• Contractor must provide all materials, equipment, and personnel.

• All personnel must be US Citizens and certified.

• A Safety Plan must be submitted and approved prior to work commencement.

• Contractor must comply with all Federal, State, and local laws, regulations, and safety standards (including OSHA).

• Contractor is liable for any spills or incidents involving regulated materials.

• Contractor must provide off-site storage for materials and equipment.

• All parts are covered by manufacturer warranty; contractor warrants workmanship.

To procure services for the installation, start-up, and testing of a back-up generator and associated transfer switches at the Western Area Power Administration (WAPA), Desert Southwest Region (DSW) Christmas Tree Pass (CTP) microwave site in Nevada.

• Install a new Cummins 45kW propane standby generator, Cummins automatic transfer switch (ATS), manual transfer switch (MTS), and a receptacle for a wheeled generator.

• Remove existing conduit, wiring, ATS, panels, disconnects, and alarm boxes.

• Install new conduit, wiring, breakers, and connect to the new generator and ATS.

• Re-route existing branch circuits as needed.

• Install new conduit and wiring for charger, heater circuit, remote start, and alarming.

• Remove old propane piping and regulators, and install new propane line and regulators.

• Install an outdoor receptacle rated for a 100kW rolling generator.

• Assist with generator start-up and alarm testing.

• Purchase necessary repair parts for generator installation.

• Transport the new generator and ATS from WAPA's Phoenix office to the site.

• Transport the old generator and ATS from the site to WAPA's Phoenix office.

• Test human interface on transfer switch and generator.

• Test all emergency stops.

• Verify proper power transfer during loss of AC power and return to shore power.

• Test all supply points for correct voltage, current, and power.

• Verify all I/O points for RTU operation.

• Testing will be witnessed by a WAPA employee and documented.

• Location: Christmas Tree Pass (CTP) microwave site, near Palm Gardens, Nevada (35° 15’ 06.1” N, 114° 44’ 50.7” W).

• Work hours are generally Monday-Thursday, 7:00 a.m. to 4:30 p.m., with escort by DSW Maintenance personnel.

• Contractor must provide certified generator mechanic, electrician, and qualified personnel.

• All work is escorted.

• Contractor must submit a Safety Plan, list of employees (US Citizens), and a Work Schedule within 10 days of award.

• Contractor must comply with all applicable Federal, State, and local laws, safety, health, and environmental regulations.

• Contractor must furnish all materials and equipment, ensuring equipment complies with OSHA guidelines.

• Contractor must provide off-site storage for materials and equipment.

• Contractor is liable for expenses related to spills or incidents of regulated materials.

• All parts are covered by manufacturer warranty; contractor warrants workmanship.

• Install new propane lines and regulators from the generator to the propane tank.

• Install an outdoor receptacle rated for a 100kW rolling generator.

• Assist with generator start-up and alarm testing.

• Transport the new generator and ATS from WAPA's Phoenix office to the site.

• Transport the old generator and ATS from the site to WAPA's Phoenix office.

• Startup and testing will verify proper functionality of the transfer switch and generator, including all emergency stops, AC power transfer (loss and return), and supply points (voltage/current/power).

• All I/O points will be verified for correct operation with the RTU.

• Testing will be witnessed by a WAPA employee, documented, and a copy provided to WAPA.

• All parts are covered by manufacturer warranty or better.

• Contractor will warranty their workmanship and any damages resulting from it.

• Location: Newman Peak microwave site, Pinal County, Arizona (32° 43’ 08.1” N, 111° 24’ 01.2” W).

• Normal work hours are Monday-Thursday, 7:00 a.m. to 4:30 p.m. Contractor must consider these hours for scheduling.

• This is an escorted event.

• Contractor must furnish all materials and equipment, ensuring compliance with OSHA guidelines.

• Contractor must provide off-site storage for materials and equipment.

• Contractor personnel must be US Citizens and certified as such.

• A Safety Plan must be submitted and approved before work commences.

• Contractor must comply with all applicable Federal, State, and local laws, regulations, and safety standards (including 29 CFR 1910 and 29 CFR 1925).

• Contractor must report all accidents, injuries, property damage, and near misses.

• Contractor must comply with environmental laws and regulations for waste disposal and hazardous material incidents.
