This market research aims to identify qualified vendors capable of installing, starting up, and testing government-furnished (GFE) generators and transfer switches at multiple DSW microwave sites across Arizona and Nevada. Purpose

This is a Sources Sought announcement for market research purposes only. WAPA DSW seeks to make appropriate acquisition decisions and gain knowledge of potential qualified vendors interested in and capable of meeting the specified requirements. This is not a solicitation and does not obligate the Government to award a contract.

Scope of Work

The required services involve the installation, startup, and testing of generators and transfer switches at four microwave sites:

  • Christmas Tree Pass (CTP), Nevada: Installation, startup, and testing of a new Cummins 45kW propane standby generator, automatic transfer switch (ATS), manual transfer switch (MTS), and a wheeled generator receptacle. This includes removal of existing equipment, new conduit, wiring, propane lines, and purchase of repair parts.
  • Newman Peak, Arizona: Installation, startup, and testing of a new Cummins 45kW propane standby generator, Cummins ATS, MTS, and a wheeled generator receptacle. This involves removing existing conduit/wiring, installing new components, and propane lines.
  • Tower Mountain, Arizona: Installation, startup, and testing of a new Cummins 45kW propane standby generator, ATS, and MTS. This includes installing a wheeled generator receptacle, removing existing equipment, new conduit, wiring, propane lines, a new concrete pad, and an ice bridge.
  • Lolomai Point, Arizona: Purchase of a replacement Caterpillar 30kW propane standby generator, and installation, startup, and testing of this generator, ATS, and MTS. This also involves demolition of existing equipment, new electrical and propane infrastructure, and transport of equipment.

All sites require comprehensive testing of the human interface, emergency stops, power transfer, supply points (voltage, current, power), and I/O points for RTU operation, witnessed by a WAPA employee.

Key Requirements

Contractors must provide certified generator mechanics, electricians, and qualified personnel who are US Citizens. A Safety Plan, list of personnel, and work schedule must be submitted and approved. All work will be escorted by DSW Maintenance personnel. Contractors must comply with all Federal, State, and local laws, regulations, and safety standards (including OSHA), and are responsible for furnishing all materials and equipment (unless GFE), off-site storage, and liability for regulated material incidents. Workmanship is warranted.
