Statement of Work (SOW)

Procurement of one (1) new Simplex Atlas-Megawatt Trailer Load Bank or an equivalent product to provide mobile, high-capacity load testing for electrical power systems and ensure the reliability and performance of power generation equipment.

• Provide a complete, fully assembled, and operational trailer load bank unit.
• If proposing an "or equal" product, vendors must submit sufficient technical documentation to demonstrate it meets or exceeds all salient characteristics.

Key requirements include:

• Max Capacity: 750 kW @ 208/416V 3Ph; 667 kW @ 240V 1Ph

• Load Voltage Rating: Dual voltage 240/480V AC, 3-Phase; operational up to 480V AC for 1-Phase and 3-Phase.

• Frequency: Capable of operation at 50, 60, and 400 Hz.

• Full Load Amperage: Minimum 2404A @ 240V and 1202A @ 480V.

• Load Step Control: Digital control system with 5.0 kW or finer resolution.

• Cooling System: Minimum 27,700 CFM airflow.

• Operating Temperatures: Rated for maximum ambient air intake of 120°F.

• Trailer Construction: Must conform to applicable Federal and DOT standards for highway use.

• Trailer Brakes: Equipped with both electric and mechanical parking brakes.

• Trailer Axles and Tires: Dual axles with ST205-75-R14 tires or equivalent.

• Total Weight (Combined): Shall not exceed 4,000 lbs.

• Total Dimensions (Combined): Shall not exceed 98" (H) x 84" (W) x 180" (L).

• Warranty: Minimum 12-month manufacturer's warranty.

• Period of Performance: Within 60 days from contract award.

• Vendors proposing an "equal" product must submit comprehensive technical documentation, including a Manufacturer's Product Data Sheet/Specification Sheet, Technical Drawings, Operator's Manual, Warranty Statement, and Marketing Brochure (if available).

• A Salient Characteristics Compliance Matrix must be completed and included as the first section of a single, consolidated PDF file for technical documentation.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for commercial items/services, prepared in accordance with FAR subpart 12.6. It constitutes the only solicitation, and no separate solicitation document will be issued. The government is procuring a Generator Load Bank to connect to generators on base and provide the required facility load.

• Provide one (1) each Generator Load Bank.

• The load bank must connect to base generators and provide the required facility load.

• Product specifications must be provided in sufficient detail to ensure compliance with salient characteristics.

• Delivery is required within 15 Days After Award.

• The contract will be awarded based on a best-value approach, considering price and technical acceptability.

• Quotes must be valid for 30 days.

• Quotes are due no later than March 25, 2026, at 10 AM (EST).

• Evaluation factors are Price and Technical Acceptability.

• Technical Acceptability is achieved by demonstrating proof of meeting the minimum standards for the requirement in CLIN 0001.
