• Materials for repairs must be itemized on the quote and not exceed published price listings.

• Vendors must provide required training for sexual assault and sexual harassment prevention and response.

• Firm-fixed-price purchase order.

• Base Period of Performance: August 01, 2026 – July 31, 2027.

• Four (4) Option Years are available, extending performance through July 31, 2031.

• Questions must be submitted via email within 5 days of solicitation issuance.

• Award will be based on the lowest evaluated price of proposals meeting or exceeding acceptability standards for non-cost factors (Best Value).

• Evaluation factors include: Personnel Qualifications, Technical Approach and Capability, Past Performance, and Price.

• Specific requirements for evaluation include: vendor's EGSA certification, insurance certificate, ability to be on-site within 3 hours, detailed plan and standardized inspection sheets, and a list of at least two past performance references.

• This acquisition is set aside for Small Business.

• Vendors must be registered in the System for Award Management (SAM).

• Vendors must provide a statement of whether they are or are not a small business under NAICS 811310.

• Required returned information includes: completed SF 1449 pages, UEI number, contractor representations and certifications, statement on small business status, and organizational conflict of interest statement.

• The solicitation incorporates FAR clauses by reference, including those related to evaluation, terms and conditions, and payment.

Statement of Work (SOW)

To provide emergency on-call services, repair, and preventative maintenance (PM) for five (5) Generators located at the U.S. Department of Commerce / NOAA / NWS Radar Operations Center (ROC) and Radar Compound in Norman, OK.

• Provide all necessary personnel, transportation, equipment, tools, supplies, materials, PM parts, and PPE.

• Perform services in accordance with Original Equipment Manufacturer (OEM) recommendations.

• Submit a Preventive Maintenance Plan and inspection checklists.

• Ensure work is accomplished without disruption to daily government operations unless pre-planned and approved.

• Report only to the assigned Government Point of Contact (GCP), Contracting Officer (CO), or Task Manager (TM).

• Five (5) Generators covered under this SOW:

• Semi-Annual Planned Maintenance: Includes a 99-point inspection covering Engine Electrical, Generators, Safety Controls, Instrumentation, Air Induction & Exhaust, Lubrication System, Cooling System, Fuel System, and ATS.

• Annual Maintenance: Includes Fuel System filter replacement, Lubricating System oil and filter replacement (with independent lab oil sampling), and Generator bearing lubrication (if applicable).

• Repair & Replacement: All parts must be new OEM or OEM equivalent. A one-year guarantee for all work (labor and materials) is required for repairs.

• Reporting: Monthly written test and analysis reports are due within five (5) business days of work completion.

• Place of Performance: Radar Operations Center, Norman, OK 73069 (multiple addresses listed).

• Period of Performance: One (1) 12-month Base Year (August 01, 2026 – July 31, 2027) and four (4) 12-month Option Years.

• Certifications: Work must be performed by a certified technician holding an Electrical Generating Systems Association (EGSA) Certificate.

• Security: Personnel must sign in with the Security Guard, obtain a visitor’s badge, and present REAL-ID compliant identification for entry.

• Emergency Services: 24/7 on-call services with a response time of three (3) hours after receiving a service request.

• Repairs: Repairs under $2,500 approved by Government POC; over $2,500 require a formal modification by the Contracting Officer.

• Initial Quote: Must include a repair quote for identified generator deficiencies, specifically for the ONAN 50kW – Model DGHE-5564560.
